  • Increased frequency of Move Update from 185 days
    to 95 days for First-ClassMail Presorted
    mailings
  • Move Update required for all mailpieces claiming
    Standard Mail prices (letters, flats, parcels
    and Not Flat-Machinables)
  • To meet the Move Update standard, mailers must be
    using addresses that have been updated using an
    approved method within 95 days prior to the
    mailing date
  • First-Class Mail or Standard Mail mailpieces that
    use an alternative address format are not
    required to meet the Move Update standard

Staged Mailing Environment
  • An environment where the mail has been completed
    and staged for verification by the USPS
  • The postage statement is presented with the
    mailing
  • Mailings inducted at BMEs and some DMUs typically

Continuous Mailing Environment
  • An environment where mailers produce mail over a
    period of time, which is then released for
    transport at varying intervals
  • The postage statement is presented at the end of
    mail production
  • USPS clerks must determine verification needs
    prior to receiving postage statement
  • Verifications are performed prior to the arrival
    or processing of postage statements
  • Additional postage for failed verifications is
    based upon postage statement information for the
    selected sample or on alternate agreement with
    the mailer

BME clerk selects sample mailpieces for MERLIN
verification
Mailpieces are run on MERLIN, data file sent
to NCSC
PBV Triggers Verification
Electronic data file Contains name, address and
barcode (if available)
Sample extracted from the mailing is processed on
MERLIN
Mailpiece ID can be used to identify any piece
found as an error.

  • Verifications being performed at sites with
    MERLIN
  • Threshold effective January, 2010
  • Must be more than 5 pieces with COA that were not
    updated
  • Passing score requires 70 or more of the COAs
    must be updated
  • First-Class Mail and Standard Mail assessed at 7
    cents for each piece
  • Current appeal process applies

  • Only failed pieces above tolerance pay fee
  • If 40 of COAs not-updated
  • Additional postage applied to 10 ( 40 - 30)
    of mailing
  • Fee is 0.07 for both First-Class and Standard
    Mail

Move Update for Combined Mailings
  • Assessment can be targeted to only clients with
    issues - if there are no more than 3 clients with
    issues in the mailing
  • Penalty will be re-calculated to be applied to
    only the clients with issues
  • Example Mailing size is 1,000,000 for 10
    clients, only 2 clients were found with Move
    Update issues
  • The 2 clients account for only 5,000 pieces in
    the mailing
  • Move Update penalty will be re-calculated based
    on only 5,000 pieces in this example

  • Q) What NCOALink Matching Logic/Rules are Used
    to Determine Change-of-Address Matches?
  • A) Standard NCOALink Matching Logic is Used. If
    the Return Code is A, 91, 92, 2, or 3, it is
    Considered a Match. All other Return Codes are
    Ignored. This Means That Any Addresses that are
    Provided a New Address by NCOALink, and any
    PO-Box-Closed or Move-Left-No-Address are
    Considered Matches.

  • No. If the Mailpiece Does Not Have an 11-Digit

  • Q) What if my Customer Has Told Me to Send Mail
    to an Address That AQVS Determines to be an Old
    Address?
  • A) If the Mailpiece Continues to Use the Old
    Address Where a Change-of-Address is on Record,
    it will be Considered Non-Compliant if the
    Customer Moved More Than 95 Days Ago.

  • A) Yes. Addresses that are Covered by an
    Alternative Method are Still Checked by the AQVS

    Evaluation. Where an Approved Alternative Method
    is Used, this Would be Taken into Consideration
    by the Acceptance Clerk.
