    (APCD) Their rules and regs.

AIR POLLUTANTS - 6 PRIMARY
  • Ozone (smog) combustion, coating, industrial
    ops.
  • Nitrogen Oxides (NOx) combustion
  • Sulfur Oxides (SOx) combustion
  • Carbon Monoxide (CO) combustion
  • Lead burning of leaded gasoline
  • Particulate Matter fires, rock crushing
  • 189 Air toxics benzene, asbestos, methyl ethyl
    ketone (MEK), etc. - all carcinogens

Volatile Organic Compounds - VOCs
  • VOCs precursor to OZONE smog.
  • Primarily from paints, solvents, adhesives,
    coatings, some cleaners, and combustion.
  • The VOCs react with the NOx and SOx in sunlight
    to make OZONE.
  • APCD sets VOC limits on products.
  • Closed Container Rule (APCD/Station)
  • KEEP CONTAINERS CLOSED IF NOT EMPTY!

  • OZONE/SMOG Respiratory irritant causes lungs
    to work harder reduces lung capacity
  • Carbon Monoxide (CO) Restricts bloods ability
    to transport oxygen to tissues.
  • NOx Damages cells lining the respiratory tract
    increase susceptibility to infection
  • Particulate Matter (PM10) Asthma bronchitis
    other lung diseases

APCD Compliance Inspection
  • Conducted annually by APCD inspector
  • Compliance with permit conditions are reviewed,
    especially record keeping
  • INSPECTIONS ARE UNANNOUNCED
  • Refusal to grant access to the inspector can
    result in a Notice of Violation (NOV)

APCD INSPECTION CHECKLIST
  • Mix paints/adhesives IAW manufacturers specified
    mix ratio
  • DO NOT thin paint
  • Use proper paint gun cleaning procedure or check
    out a cleaner from Enviro. Mgmt. Dept.
  • Do not leave degreasers/parts cleaning tanks open
    while not in use.
  • Do not fill degreasers/part cleaning tanks above
    the designated fill line.

  • Close paint, adhesive and solvent containers when
    not in use.
  • Use high-volume low pressure (HVLP) paint guns
  • Maintain HVLP paint gun cap pressure below 10
    psig.
  • Keep a paint gun cap pressure gauge on hand to
    use, present and demonstrate to the inspector.
  • If equipment (paint gun, cap gauge, etc.) is not
    available, present order or repair documentation.

  • Post permit(s) in a visible location or have
    readily available upon request
  • Comply with all conditions of the permit
  • MSDS, Aircraft Coating List and usage records
    (daily and monthly) maintained and on file. Have
    available in a central location.
  • Coatings, adhesives and solvents meet state and
    federal VOC standards/limits

GAS STATION USAGE
  • Do not TOP OFF
  • Damages the vapor recovery components of the
    dispensing equipment.
  • Could cause spillage
  • You actually do not get the extra little bit of
    gas. The gas station recovers and sells it.
  • MCCX dispenses more than 10 million gallons of
    gas per year.
  • The gas stations are permitted and closely
    monitored by the APCD. High potential for an
    enforcement action due to damaged equipment.
    Could close down the gas station(s).

Tactical Support Equipment(TSE)
  • Defined as "equipment using a portable engine,
    including turbines, that meets military
    specifications, owned by the U.S. Department of
    Defense and/or the U.S. military services, and
    used in combat, combat support, combat service
    support, tactical or relief operations, or
    training for such operations.
  • Examples are generators (MEPPs), pumps, lighting
    units, air compressors, air conditioners, etc.
    The green gear.
  • Miramar currently has 562 pieces of TSE
    registered with the California Air Resources
    Board CARB Portable Equipment Registration
    Program (PERP)

TSE (cont.)
  • Registration relieves the command of many
    requirements in recordkeeping, reporting and
    monitoring.
  • Usage must be for military operations, not
    recreational, office space power/cooling/heating,
    entertainment events.
  • TSE exhaust opacity/darkness cannot be darker in
    shade than No. 2 on the Rnglemann chart (medium
    gray).

  • Annual inventory to be submitted to CARB each
    February.
  • Usage currently not tracked but may in the near
    future. Ensure compliant usage maintenance,
    military ops.
  • The registration program is a valuable
    environmental asset that helps allow the military
    to operate more efficiently in accomplishing its
    mission.
