Tobacco Cessation Demonstration Program
4Program Overview
- Objective To evaluate participation and
effectiveness of a tobacco cessation quitline
demonstration program in Colorado, Kansas,
Minnesota, and areas of Missouri serviced by
TriWest - Implemented in May 2006 recruitment marketing
through 30 Sep 2007 study will be complete Sep
2008 - Eligibility TRICARE Prime enrollee
- 1864 years of age
- Non-catchment area residence (not enrolled at a
Military Treatment Facility)

- Key components 24 hour, 7 day-per-week access to
telephone-based tobacco cessation counseling and
includes - Web-based tobacco cessation support, educational
program, personalized quit kits, and access to
nicotine replacement therapy and buproprion via
TRICARE Mail Order Pharmacy (TMOP) - 422 Enrolled beneficiaries
- Requirement Baseline assessment and quarterly
follow-up surveys at 3-, 6-, 9-, and 12-months
following enrollment
6Study Preliminary Results
- All reported cessation rates have shown increases
in abstinence at the completion of each milestone
quarterly survey - 24-hour periods of cessation within the last 3
months over each follow-up milestone ranged
between 75.4 (at 3-month survey) to 82.4 ( at
9-month survey) - 7-day, 30-day, and 90-day cessation rates
measured at the 3-month survey following
enrollment was observed at approximately 41.2,
33.7, and 19.8, respectively - Cessation rates appeared to increase with each
successive survey follow-up (6-, and 9-month
surveys)

- Develop a web-based alcohol abuse prevention and
education program for active-duty personnel - Assess the effectiveness of PATROL in reducing
alcohol abuse among active-duty personnel - Conduct a pilot study at eight installations, two

beneficiaries who were - Overweight with a body mass index (BMI) greater
than 25 and less than 51 - Aged 18 to 64 years
- Residents of Indiana, Illinois, Ohio, and
Michigan - Program launched 26 Jul 2006
- Enrollment ended Feb 2007 study complete Sep
2008 - Goal is for 10 loss of baseline weight at 6
months with improved diet, exercise, and no
weight gain
