What is a counterplan?
  • A negative proposal for action to solve the
    problem forwarded by the affirmative.
  • They demonstrate some reason why the affirmative
    is a bad idea.
  • The negative team has to defend that the
    counterplan will solve, is superior to the plan,
    and is fair.

Why run a counterplan?
  • You want an option other than the status quo to
    defend.
  • You dont have answers or feel comfortable
    answering certain affirmative advantages.
  • To generate uniqueness for your disads.

Initial burdens
  • Be different from the plan.
  • Be competitive.
  • Solve for the affirmative harms.

Competition
  • Mutual exclusivity the counterplan and the plan
    cannot exist / happen at the same time
  • Net benefits The counterplan alone has more
    benefits than plan alone or plan combined with
    counterplan.

How to Determine Competition
  • Functional competition evaluates the
    feasability of combining the actions of the plan
    and cp
  • Textual competition evaluates whether or not
    the texts can co-exist. Is it textually plan
    plus?

ExampleYou want to spend more time with your
best friend.
  • The plan Go to your favorite restaurant at 7 pm.
  • The counterplan Go to the movies at 7 pm.

  • Mutually exclusive we cant be at the movies
    and at our favorite restaurant at the same time.
  • Theoretically legitimate (fair)
  • Solves better for our lack of time together.

Counterplans and Topicality
  • Non-topical Negative team must negate the
    resolution whether they chose to defend the
    status quo or a cp.
  • Topical counterplans (plan-plan) Aff should
    defend that their plan is the best under the
    resolution. The cp is competitive as long as it
    has a net benefit.

Types of Counterplans(Theory)
  • Plan Inclusive Counterplan (PIC) Counterplan
    includes all or part of the affirmative plan.

  • Plan Plus Adds some action to the plan to garner
    the net benefit.
  • Plan Minus Does almost all of the plan and
    claims a net benefit from the exclusion of some
    usually small aspect of plan.

  • Consult Gives another entity input before
    passing the plan. The net benefit comes from
    cooperation with that entity.
  • Agent Uses a different actor to do affirmative
    plan. Net benefit comes from better solvency or
    an actor-specific disad.
  • Actor Specifies beyond USFG or chooses a
    different actor within USFG.

The Non-PIC
  • Ban / Exclude Counterplan
  • Does not use the affirmative plan in any way to
    solve
  • Always mutually exclusive

Counterplan Status
  • The set of conditions that define the negatives
    ability to run the counterplan. Under what
    circumstances the negative can choose to defer
    back to defending the status quo.
  • Defined by the negative, then the affirmative
    decides whether or not it is fair.

Counterplan Status
  • Unconditional The negative will defend the
    counterplan through the entire round.
  • Conditional Little or no limitations on the
    negatives ability to revert back to the status
    quo.
  • Dispositional The negative will continue to
    defend the counterplan absent any permutations or
    theory arguments made by the affirmative.

  • Test the competition of the counterplan.
    Can they be done at the same time?
    Is the combination as good or better
    than counterplan alone? (Are there
    any disads to the perm?)
  • All of the plan plus all or part of the
    counterplan.

  • Do both All of the plan plus all or part of
    the counterplan.
  • Severance Only part of the plan, plus all or
    part of the counterplan.
  • Intrinsic Adds something not in the plan or the
    counterplan to solve for the net benefit.
  • Time frame / Delay Plan and counterplan are
    sequenced. The net benefit comes from not doing
    plan immediately.

    benefit from not using executive.
  • Usually political net benefit or court action
    good.
  • Lower courts is also an option.
