REFLECTION
  • As we run this presentation, about 15 to 20
    Ships with more than 300 crew hostages on board
    are being held on the costs of Somalia
  • For the last 12 months total ships/vessels
    attacked along the Somalia sea water exceeded 140
    Sea liners of all sizes capacities, an average
    rate of 12 per month.
  • Its believed that more than 1000 persons (most of
    them former fishermen) are involving the sea
    piracy groups in Somalia

  • Hostage taking for ransom periods varies from 30
    days upto various months
  • Lives and conditions of captives on board remain
    mysterious, unknown inaccessible throughout the
    hijack period.
  • Many crew members get injured, other lost their
    lives during the attack or/and after.
  • Sea pirates target all types of carriers and no
    exemptions of any particular cargos which if
    damaged during the raid can cause irreversible
    environmental and economical disasters

  • The pace and sizes in numbers of newly forming
    pirate groups is getting so intensified day after
    a day- its now all-out rush to piracy because of
    the ransom which makes dangerous to our security.

CHRONOLIGICAL RELATIONSHIP THE TRAWLERS THE
PIRATES- THE CONSEQUENCES
  • Habitat destruction trawling over very
    sensitive inshore areas leading to
    destruction/disturbance of coral reefs and other
    critical habitats routinely practiced by the
    international illegal fishing vessels.
  • Large number of both fishing boats and gears were
    destroyed on daily basis, continually disrupting
    and robbing the livelihoods of local communities.

  • ECONOMIC IMPLICATIONS
  • Diminished trade follow from and to Somali sea
    ports
  • Sharp increase of commodities prices and high
    cost of living leading to wide spread inflations
  • Severe shortages of essential food commodities
    and other basic items as direct results from lack
    of /or extremely expensive liner freights.
  • Keeping in mind that 99 of home consumption
    commodities in Puntland are imported from overseas

  • Decreased access to and availability of job
    opportunities, self employment, income earnings
    mechanisms leading to enormous vulnerability of
    general population

SECURITY IMPLICATIONS
  • Increased self-organized freelance armed gangs
    ready to joint pirates
  • Flourishing piracy business attracted large
    number of unemployed youth, poverty-stricken
    nomads due to that repetitive draughts whipped
    out their livestock, and to some extent poorly
    paid government security personnel
  • As they fail in piracy seizure, many of them will
    turn to be engaged with highways and urban
    rubbery crimes
  • Prolonged piracy activities can lead collateral
    offensive from external forces which may
    negatively impact on the overall Puntland
    security

POLITICAL IMPLICATIONS
  • There is growing indications of that wealthier
    pirates have strategic interest may create a new
    war loards and extremist orginasations in our
    regional adminstration .

SOCIAL IMPLICATIONS
  • Spoiling social values and setting illicit role
    modeling for young generation
  • Larger number of the pirates were drug abusers
    and addicts with no formal education background
    hence their favorite way of expending their
    income goes to Qaad chewing, expensive lucre,
    prostitution and other socially diseased
    activities
  • Deterioration of the over all social well being
    as result of proliferation of criminal incidents
    and negative social values

EFFORTS MADE BY PUNTLAND GOVERMENT
  • Successfully rescued lives and properties on
    board of all the hijacked 5 boats/ships ,during
    rescue operations pirates suffered casualties.
  • Puntland coastal guard undertake inadequate and
    limited range sea patrolling.
  • More than 240 sea pirates have been captured in
    deferent locations and different times most of
    them has been sentenced and remain behind bars.

  • Additionally, there is a number of pirates
    captured by international navy ships and handed
    over to Puntland authorizes .
  • Puntland administration established special law
    for dealing with captured pirates. traditional
    community leaders and religious leaders endorsed
    and supported the law.
  • A new Anti Piracy Commission was formed in March
    2009 to coordinate the anti piracy efforts of the
    government.

  • Religion leaders expedited successive social
    gathering and awareness raising orientations
    directed to communities living in coastal
    settlements for counseling against dealing with
    pirates.
  • Recently, anti piracy protests were routinely
    held in the major towns of Puntalnd with
    participation of highest leadership including the
    president.

CONSTRAINTS AND CHALLENGES RESTRICTED PUNTLAND
FROM CURBING THE PIRATES
  • Due to the fact that Puntland coastline is
    stretched out 1600km it has made impossible for
    Puntland fulfill safeguarding of its sea water.
  • Limited and under equipped Puntland coastguards
    services cant cope by itself alone to undo
    current trends.

CONSTRAINTS CHALLENGE
  • Multinational Navy forces from the UN mandated
    nations to secure marine transporter passages
    along the Somalia coasts are willingly refrained
    to establish cooperation with Puntland government
    for collective course of action against the
    pirate.
  • Due to the lack of collaboration between the
    international community and the concerned
    administration results negative impact that more
    international navy forces joint the show, the
    more new ships are getting hijacked and the more
    ransom paid off bargain rate increases

RECOMMENDATIONS
  • Clearly defined rule of engagement of the
    multination navy forces in Somali waters with
    regard to the fight against Pirates is must.
  • Any meaningful interventions meant to fight sea
    piracy should be holistic, systematic and
    partnership (international and national
    structures) approach based.
  • Roles that existing administrations can play
    has equal comparative advantage to that of
    international forces in the fight of Pirates-
    hence only true partnership of both can make
    difference

RECOMMENDATIONS
  • The criminal pirates can be seized/apprehended
    best while they are still on the ground (at
    beaches) and getting self-preparation for
    expedition
  • Various ground observation with necessary
    communication and logistics equipments should be
    established in identified location along
    coastline
  • To achieve the above mentioned goals ,There is a
    need to establish well equipped trained
    coastguard units with ability to counter-prevent
    pirates boats before they go into deep seas and
    international marine routes
