  • Often written to justify changes in policy or
    procedures.
  • Can be written as a proposal, but make the
    recommendation obvious.

  • Point out savings or advantages here, but save
    your explanation for the discussion section.

  • Explain how your suggestion can be implemented.
  • Show how many people will be involved, how much
    time it will take, what the costs would be, etc.

  • List your conclusions, but save the details for
    the discussion.

  • This is the lengthiest portion.
  • Provide details,(numbers, amounts, names etc).
  • Provide explanations.
  • Describe how you arrived at your conclusion.
  • Be precise, impartial, and organized.
