• Without a community or functional area focus we
  lose support for MSA.
• Broader issues like VVA and data standards
  lose meaning and support when separated from the
  end user
• Experience shows we can either
• write ineffective MS policies that are all
  things to all people (or)
• write tailored policies that address specific
  functional area needs
