Main Objective
  • EMECW is a new co-operation and mobility scheme
    complementary to other higher education
    initiatives Erasmus Mundus, Erasmus, Tempus,
    Asia-Link, ALFA, Alban, and Edu-link.
  • EM ECW is designed to foster co-operation in the
    field of higher education between the European
    Union and Third-Countries through a co-operation
    and mobility scheme addressing students and
    academic staff.

Geographical Coverage
  • The current call for proposals (implementation of
    the windows in academic year 2009/2010) covers
  • The Neighbouring countries in the South
    Mediterranean and Eastern Europe covered by the
    ENPI (European Neighbourhood Partnership
    Instrument) regulation.
  • Yemen, Iraq, Iran covered by the DCI
    (Development Cooperation Instrument) regulation
  • Central Asian Republics (Kazakhstan, Kyrgyzstan,
    Tajikistan, Uzbekistan and Turkmenistan) covered
    by the DCI regulation

  • Western Balkan covered by the IPA (Instrument
    for Pre-accession Assistance) regulation
  • Asia region Asia Regional, India and China

  • Latin America region Brazil, Argentina and
    Latin America region, covered by the DCI
    regulation

Thematic Fields of Study
  • The present Call for Proposals is open to all
    levels of higher education (from undergraduate to
    postdoctoral and academic staff)
  • It operates in all fields of study
  • Priority will be given to projects implementing
    activities covering as many areas of study and
    disciplines identified in the specific country

Timetable
  • The deadline for submission of applications is
    13 March 2009
  • The planned duration of a project may not exceed
    48 months
  • Eligible activities, including preparatory
    activities, can start on 15th July 2009 provided
    that contracts have been signed.
  • The actions should all be finished before 15th
    July 2013
  • It planned to announce the award decision by May
    2009.

Indicative Global Amount
  • The overall indicative amount made available
    under this Call for Proposals is around EUR 163.5
    million.
  • Minimum mobility flow of 6,535 individuals.

Eligible Costs
  • The EC grants will contribute to financing
    institutional-based partnerships of European and
    Third-Country higher education institutions to
    cover both types of activities
  • the costs of the organization of individual
    mobility of higher education students and
    academic staff and
  • the costs of the implementation of individual
    mobility.

The types of mobility and education to be funded
in this Call are Students undergraduate,
master, doctorate and post-doctorate mobility
opportunities. Academic staff exchanging for
the purposes of teaching, practical training and
research.

Organisation of mobility
  • The organisation of mobility activities involves
    creating optimal conditions, through quality
    support measures, for students and academic staff
    to undertake periods of study/training/teaching/re
    search at partner universities in other
    participating countries.
  • Drawing up a Memorandum of Understanding
  • Arrangements for the monitoring of outgoing
    students
  • internal evaluation and quality assessment
    mechanisms.

  • Explanation of how mobility will contribute to
    global objectives
  • Visibility and communication strategy
  • Sustainability strategy
  • Transparent selection mechanisms

Individual mobility
  • Three Target Groups
  • Five different types of individual mobility
    (undergraduate, master, doctorate,
    post-doctorate, academic staff exchanges)
  • Target Group 1 must represent at least 50
  • Third-country students need to represent at
    least 70
  • European students and academic staff cannot
    exceed 30
