21. Main directions of non-conventional energy
development in Russia
- 1. Use of feasible biomass potential (about 70 ml
toe) in firing, biogas production, liquid fuel - 2. Geothermal energy development (economic
potential 114 ml toe) for heating - 3. Reliability increase in energy supply of
remote settlements with the small HPU development
(economic potential - 70 ml toe per year). - 4. Use of low caloric value heat, economic
potential above 50 ml toe per year - 5. Development of wind energy (economic potential
- 11 ml toe per year - 6. Development of solar energy (economic
potential - 3 ml toe per year, technical
potential - about 10 bln toe per year). - 7. Use of local fuels mainly peat. Deposits
about 11 bln toe, feasible potential - 4,5 bln
toe - Thus, the renewable energy resources and local
fuel deposits are enough to - increase the reliability of energy supply of
Russian regions and might - represent a basis for future clean energy
32. Legislative provisions of alternative energy
development in Russia
- 26 October 2007 The Council of Federation
approved Federal law on - amendments to some of legislative acts in
connection with the reform of the - unified energy system of Russia. A number of
statements related to - renewable energy recourses development were
incorporated in these laws - Main statements of the draft law on renewable
energy were worked out by RAO EES (HydroOGK) and
became part of the approved law. - The Law previews in particular
- Compensation (from federal renewables support
fund) of expenses incurred to connect the
renewable generators to grids - Introduction of compensation-premium to market
tariffs to be paid to the renewable generators
(renewables power below 25 MWt) - Introduction of green certificates to prove the
origin and volume of clean energy and to
justify the compensation-premium - Prioritised connection of renewable generators to
grids.

included into FTP and development of financial
schemes - Coordinator for funds attraction of international
financial organizations including World Bank,
EBRD, European Investing Bank etc. - Responsible for projects preparation according
