Public Health Watch
  • Public Health Watch (PHW) seeks to promote
  • greater civil society engagement in government
  • efforts to fulfill international health
    commitments,
  • and in turn to increase national ownership of the
  • response to TB, HIV/AIDS, and other diseases.

Project Mission
  • Consistent with the mission of Public Health
    Watch,
  • the TB/HIV Monitoring and Advocacy Project seeks
  • to increase civil society engagement in
  • policymaking efforts around the adoption and
  • implementation of collaborative TB/HIV
    activities.

To achieve this goal, the project will
  • Support community-based organizations (CBOs) or
    non-governmental organizations (NGOs) to conduct
    an in-country monitoring exercise to assess the
    need for joint TB/HIV policies and services.
  • Support community-led advocacy around the
    findings identified in the monitoring phase.
  • Facilitate the participation of community
    activists in global networks to articulate joint
    advocacy objectives and strategies at the
    regional and international policymaking level.

What is Monitoring?
  • Monitoring is defined as assessing the
  • effectiveness of a TB/HIV policy or program by
    identifying strengths and weaknesses related to
    both content and implementation, and offering
  • recommendations to maintain or improve
    performance.

Monitoring PhaseOctober 1, 2006 April 1, 2007
  • TB/HIV grantees will use a topic-specific
    questionnaire to conduct key informant
    interviews.
  • Grantees will submit a completed questionnaire
    and report identifying policy strengths and
    weaknesses and offering recommendations for
    improving the quality and accessibility of joint
    TB/HIV services.
  • Based on recommendations, grantees will develop
    advocacy strategies to respond to the gaps
    identified in their research.

What is Advocacy?
  • Advocacy is defined as activism an attempt to
    convince or persuade an audience around a
    particular issue.

Advocacy Phase
  • Grantees will be eligible to receive up to 5,000
    in funding to support 6 months of targeted
    advocacy activities around report findings and
    recommendations.
  • Examples of advocacy activities
  • Roundtable meetings with policymakers and NGOs
  • Media outreach (press releases, journalist
    workshops)
  • Workshops (trainings)
  • Production and dissemination of treatment
    literacy material or fact sheets
  • Public presentations of results at national or
    regional level

Community-led Advocacy
  • By conducting advocacy, grantees will be aiming
  • to convince or persuade policymakers and health
  • officials to accelerate or improve upon
  • implementation of joint TB/HIV programs
  • services.

Project Implementation
  • 2006 TB/HIV Grantees will receive ongoing support
  • from PHW, TAG and the TB/HIV Community
  • Advisory Committee (CAC) during grant
  • implementation.

Community Advisory Committee
  • The CAC is a group of global TB/HIV advocates
  • that provide regional and local TB/HIV expertise
  • on grant selection, implementation, training,
  • evaluation, and project-related advocacy.

Role of CAC
  • to provide ongoing support to grantees
  • to serve as a liaison between project staff and
    grantee
  • to conduct site visits and prepare site visit
    reports
  • to provide regional/local guidance and resources
    on TB/HIV issues to grantees
  • to provide input on project materials (core
    documents grant reports publications)
  • to represent the project at selected advocacy
    events.
