Proposed Changes

• Formal statutory framework of co-operation
  between key partners.
• LAA to include 35 improvement targets relating to
  national indicator set specific to area, 18
  pre-existing statutory education/early years
  targets and local targets.
• Comprehensive Area Assessment priorities from
  Sustainable Community Strategies used to inform
  negotiation of the improvement targets.

• Targets can be neighbourhood, district-wide or
  county-wide and existing stretch targets will
  remain.
• One combined annual review and refresh between
  November and January to be informed by annual
  Comprehensive Area Assessment.
• 4 themes to aid negotiation / ensure inclusion of
  priorities from thematic partnerships - BUT - no
  expectation that indicators, targets or funding
  should be assigned to identified themes

Funding

• LAAs to be based on assessment of performance and
  need rather than on what funding streams are
  being pooled.
• Area funding streams will support delivery
  against indicator set improvement targets using
  a variety of funding sources.
• New un-ring-fenced area based LAA grant.
  Presumption will be for all area funding to go
  through this route UNLESS strong argument for
  retaining the ring-fence.

Timetable

• April 08 - LAAs to have 35 improvement targets
  18 statutory early years / education targets
  based on the national indicator set existing
  targets/indicators for some service areas plus
  additional local targets from Sustainable
  Community Strategies for 08/09, 09/10, 10/11.
• April 09 - LAAs to have 35 improvement targets
  18 statutory early years / education targets
  agreed against the 200 in the national set plus
  additional targets from the Sustainable Community
  Strategies for 09/10 and 10/11

What Now?

• Revision of Community Strategy for Cornwall
• Await first draft of national indicator set in
  July
• Assessment of current outcomes to ascertain if
  they will be accepted as the 35 priorities for
  improvement.
• Work on the management of the transition from
  existing performance management frameworks to the
  35 improvement areas.
