• Document 8F/258 a new calculation method by
  Matrix having proposed to ITU-R

(a) the difference among the row elements means
the region -varying. (b) the difference
among the column elements means the time
-varying. (c) One element in the matrix
represents the total spectrum requirement
of all RATs in one time phase as well as one
regional area.
