Mission
  • Reduce emissions from federal sources, which
    comprise a significant amount of diesel PM and
    NOx emissions in the west
  • build upon the successes of past and current
    innovative activities
  • leverage funds, expertise and action
  • apply innovative technologies and collaborative
    approaches
  • support and promote market-based approaches and
    voluntary incentives

Short Term Goals
  • Form collaboration of diverse stakeholders to
    work on regional projects
  • Implement a few large-scale, high-profile
    regional projects this Fall using existing grant
    programs and discretionary federal funding
    sources
  • possibly an I-5 Clean Corridor Project and/or a
    Clean Marine Initiative
  • Identify options for long term projects

Long Term Goal
  • Create a West Coast Diesel Emissions Reductions
    Fund (Fund), with a revolving component, in
    FY06/FY07
  • Invest the Fund with over 100 million per year
    for multiple years as soon as FY06

  • Collect, review and prioritize long-term regional
    project ideas to address the most cost-effective
    reductions from the oldest engines and most
    impacted communities

    funding (FY04/05) and long-term funding (WCDER
    Fund)

Anticipated Results
  • Implement immediate and significant on-the-ground
    projects
  • Demonstrate technologies and strategies that can
    be used throughout the US, Canada and Mexico
  • Leverage additional resources
  • Establish West Coast Diesel Emissions Reductions
    Fund to continue activities for years to come
  • Decrease respiratory and cardiac disease in the
    short-term and reduce incidence of cancer in the
    longer-term
