3CORE Angolas Birth
- In Nov 99, largest outbreak in a city occurs in
Luanda - Over 1000 paralytic cases and 200 deaths
- Urgent need for PVO support
- CORE established in 2000 as a coalition of five
US-based PVOs - Africare, CARE, CRS, Save the Children, and World
Vision - International Medical Corps and Handicap
International participated as non-funded partners - MSF Belgium and Salvation Army participated on ad
hoc basis - One bundled proposal submitted and funded at 1m
for 2 years. - PEI activities added on to other MCH projects
with emphasis on NIDs (especially IDP camps)
4Political Shift Affected PEI in 2002
- Death of Jonas Savimbi, UNITA leader, in January
- Peace accord signed between Government and UNITA
on April - CORE members make plans to expand other health
activities and willing to include PEI with new
Mission funds - CORE secretariat sees opportunity for
geographical expansion
5Present CORE PEI Scenario
- World Vision has temporarily suspended health
programming in Angola - International Medical Corps formally joined the
Group in January 2003 to pursue funds jointly in
bundled proposals - Salvation Army will soon join as a funded partner
- Covering 16/164 municipalities
- 2.7m inhabitants, 0.57m
- Last polio case in Lunda Sul, 2001
- 186 AFP cases in 2002
- 20 pending classification
- 166 no poliovirus isolated

12CORE Secretariat Role
- Director represents partner PVOs at National
Level, primarily with the Inter-Agency
Coordinating Committee (ICC) - Ensures that the latest national policy
guidelines and information are made available to
the CORE partners working in the field - Shares information from the PVO partners working
in the field with the Expanded Program for
Immunization (EPI), and other ICC partners based
in Luanda

- Links communities PVOs with national level
initiatives and agencies - Representation for international forums
- Task Force on Immunization
- Aids members in finding ways to support families
with paralyzed children - German Embassy and Handicap International
collaboration - Lead role in NID assessment in conjunction with
MOH, UNICEF, WHO
14Secretariat Future Plans
- Hired as trainers for LQAS to monitor progress of
first national measles campaign to be held in
April/May 2003 - Use GPS to pin-point AFP cases and polio victims
- Aid PVOs in linking families with paralyzed child
as beneficiaries in other projects run by that
PVO (Agriculture, Education, etc.). Continue
searching for more funding to reduce lifetime
disability.
15Secretariat Future Plans
- Expand PEI partner presence to cover entire
central region of country - Set up CORE Secretariat as a Training and
Information Center for PVOs and partners - Central location for disseminating innovations
and best practices - Expand to other activities (e.g., EPI)
- Develop 3 year business plan
