Joint MS organization
6
Joint MS policy
  • establishes formally the joint MS organization
  • creation of the joint MS office (January 1999),
  • priorities on joint staff requirements,
  • schedule for the establishment of a national MS
capability (autonomous, but consistent with the
    future NATO system).
  • Joint MS policy document recognizes
  • the importance of MS for the joint staff
activity, in coherence with the NATO MS master
    plan,
  • interoperability is a major concern (HLA , ),
  • the importance of international cooperation
  • multi-nationally within NATO,
  • bilaterally with allied nations.

7
Joint MS plan of action
  • First actions
  • Education
  • JTLS installed within CID ("Collège Interarmées
de Défense" the French "joint war college"),
  • First demo in Spring 1999,
  • Full operational capability, by mid 2000
  • Participation to the DiMUNDS 2000NATO project
    ("Stradivarius" air federate),
  • A program of various technical operational
    studies
  • refining the definition of MS requirements

8
Joint MS actions
  • The ALLIANCE project
  • French equivalent to the DIMUNDS 2000 project
(to be started by end 2000),
  • first step to a national CAX capability.
  • Réaction combinée exercise
  • UK/FR cooperation (June 2000),
  • Plan d'études amont (PEA) RICOS
  • Prototype of secured network dedicated to
    distributed simulations (technical operational
    studies)
  • cooperation between CAD, Army, Air force
    Navy technical centers.

9
Army activities in distributed simulation domain
  • New Army MS master plan (February 2000),
  • RESIDENT (2nd phase) and ESTHER projects will be
    HLA compliant
  • preparation for the future tactical training
    capability,
  • linked with the French tactical C4I systems

  • responsible of MS co-ordination across the Air
    Force.

    far)
  • Activity of DGA organized in "technical
    domains"
  • MS is part of a "technical domain"
    named"complex systems" (SC/STTC),
  • Technical policy of the "SC domain" has been
discussed and approved by the DGA head (Sept.
    99) ,
  • Creation of a MS committee
  • to co-ordinate the MS activity,
  • to establish a "MS master plan",
  • to propose a dedicated organization .

13
DGA MS activity
  • Significant level (consistent with staffs
    requirements)
  • numerous simulation projects (HLA compliant ones
    are numerous), example
  • ESCADRE/HLA "simulation support environment"
    dedicated to the analysis domain.
  • feasibility studies
  • to establish a "French style" SBA architecture,
  • to establish a technical architecture to
support the national use of HLA and other
    features ...

14
International cooperation
  • Bilateral cooperation
  • US
  • numerous DEAs (example DEA 1200)
  • organization of a US /FR seminar (US Army, CAD)
in May 2000 (Fort Belvoir, VA)
