- RevCom recommended approval of

- PatCom has completed its investigation of changes
to the procedures, bylaws, and LOA - ProCom has progressed its work in considering
changes to improve the definitions of dominance,
affiliations, and ethics

- Congratulations to the members of PatCom for
completing their work to review and update the IP

4SASB Representative to the CAG
- With the support of the Standards Board I have
recommended and the BoG has confirmed the
appointment of Jim Hughes (Microsoft) as our
representative to the IEEE-SA Corporate Advisory
Group
5Paul Nikolich
- Paul Nikolich will be undergoing surgery today
- His recovery is estimated to be 4 6 weeks
- Mat Sherman will be serving as the interim chair
of 802 while Paul is recovering
6IEEE 802.20 Actions
- A report summarizing the status of the 802.20
investigation was distributed to the Standards
Board on 25 November 2006
7IEEE 802.20IEEE 802 EC Involvement
- IEEE 802 EC non-conflicted members have been
identified - An 802 EC Oversight Committee has been created
and will work with the SASB Oversight Committee - Requests for Declarations of Affiliation were
issued to members of IEEE 802.20 - The IEEE 802 EC performed interviews of several
IEEE 802.20 members during the meeting week - The IEEE 802 OC is considering what, if any,
further actions should be taken

9IEEE 802.20November Meeting
- Arnie Greenspan did an excellent job in managing
his first 802.20 meeting - Two strong camps remain
- The participants are still not listening to one
another they remain very entrenched in their
positions - Arnie is working with the 802 OC to develop a
strategy for helping the working group to
progress its work
10Appeals
- The appeal hearing of an 802 Executive Committee
appeal panels ruling requiring 802.20 to
reaffirm the decision to shorten the technology
submittal period to 30 days was held on Tuesday,
5 December 2006 - The appeal panels decision will announced within
30 days

122006 Appeals
- An appeal of C95.1 was heard on Tuesday, 27 March
2006. The appeals panel found in favor of the
appellee - An appeal of the 802 Executive Committees ruling
on the request to extend the PAR for 802.20 was
heard on Wednesday, 13 September 2006. The
appeal panel found in favor of the appellee - An appeal of the June SASB decision to suspend
802.20 was requested and later withdrawn - Four appeals of the Sept. SASB decisions on
802.20 have been filed. The right to hear these
appeals at the SASB has been waived they will be
heard by the BoG
13European Patent Office
- The European Patent Office requested access to
802 documents for the purpose of aiding in their
prior art searches - The license agreement was signed in August
14Electronic Voting Requirements in Standards
Development
- The 802 ExCom requested that the SA revisit the
electronic voting requirement - The BoG approved moving forward and asked the
SASB to prepare a request and justification - An SASB ad hoc was formed to address this
question - At their 19 November meeting the IEEE Board of
Directors passed a motion amending IEEE Bylaw
I-300.4 to include
For standards-developing committees within the
IEEE Standards Association, unless a more
restrictive voting requirement is specified in
the governing documents of the committee, an
affirmative vote of a majority of the votes cast,
provided a majority of all the voting members of
the committee responded, shall be required to
approve an action taken without a meeting.

19Process TransparencyCorporate Meeting3 August
2006
- A meeting of standards leaders from several key
companies was held at the Motorola facility in
Schaumburg, IL - All participants agreed that the corporate
involvement in the individual model of standards
development within the IEEE was causing problems - There were several recommendations on possible
approaches to addressing this problem - A follow-up meeting is being planned for late
January 2007

- The strategy was to provide timely information to
help ensure the availability of accurate
information - Issuing statements and news releases enabled the
media to deliver fast coverage that accurately
represented the IEEEs position - Key message documents/FAQs were developed to
ensure consistency and accuracy - Our strategy helped turn the tide of negative
coverage to neutral in the China media - Issuing timely news announcements for 802.20
minimized requests for interviews and resulted in
reasonably accurate coverage
