07-08 Review.
  • A little over a year ago the Rotarun Ski Club
    presented the Rotarun master plan to the public.
    The master plan included snowmaking, new lodge
    and a chairlift.
  • The public response was overwhelming with
    positive feedback and a fundraising campaign
    Bring Rotarun into the 21st Century was begun.

  • After a successful summer of fundraising
    approximately 300K was raised and in
    combination with substantial in-kind donations
    the stage was set to begin construction of the
    snowmaking system, phase 1 of a 3 part master
    plan.
  • The Rotarun Ski Club announced snowmaking was to
    be installed for the 07-08 winter season.

  • As the Rotarun Ski Club announced a snowmaking
    system was to be installed several legal issues
    came to light.
  • First, the Rotarun Master Plan had been presented
    to the Blaine County Commissioner in the spring
    of 07 and received their support. By early fall
    07, at the request of Croy Creek residents,
    specifically several Sage Springs homeowners,
    Blaine County officials revisited Rotaruns
    zoning. As a result of the review Blaine County
    officials determined Rotarun was zoned Recreation
    Development District (RD) and areas of Rotarun
    were within the Mountain Overlay District and
    therefore requested Rotarun submit an application
    to approve the master plan.
  • Second, Rotaruns water right was appealed to the
    Idaho Department of Water Resources by the Sage
    Spring Homeowners.
  • Both of these processes could not be completed
    until after the fall construction season and
    Rotarun was forced to halt the installation of
    snowmaking.

  • Where are we currently
  • Master Plan Approved June 3, 2008 the Blaine
    County Commissioners approved the Rotarun Master
    Plan. Copies of the Blaine County Board of
    Commissioners Finding of Fact and Decision are
    available tonight.
  • The Idaho Department of Water Resources (IDWR) is
    scheduled to announce their decision on the water
    right appeal by the Sage Springs Homeowners July
    29, 2008.
  • The Heli-Ski Building was moved from Ketchum to
    Rotarun March 08.

Whats Next
  • The Rotarun Ski Club Board of Directors has
    continued to move forward and adjust to the
    delays presented in the fall 07.
  • Budgets for all projects and fundraising plans
    have be continuously revised to accommodate the
    numerous changes that have occurred. The two most
    significant changes opportunities lost to the
    delays and the slowing economy.
  • One example of opportunities lost last fall
    Rotarun had received a pledge from a regional
    contractor doing business in Southern Idaho to
    install the pipe for the snowmaking system,
    saving Rotarun over 50K. The contractor is not
    working in the area this spring and as a result
    can not commit to the pledge.

Whats Next, Cont.
  • The slowing economy will not only affect
    fundraising but will also affect in-kind
    donations, which are vital to the completion and
    success of the master plan. As the local economy
    slows, numerous local contractors and
    construction professionals who had pledged
    in-kind support are having to tighten their belts
    and cut back financially. To date Rotarun is
    still receiving positive indications the in-kind
    pledges made by the local trades community last
    summer are still validonly time will tell.
  • Also, in conjunction with the time delays and the
    slowing economy, commodity prices (steel,
    aluminum, etc) have doubled and tripled,
    increasing current bids and budgets
    substantially.
  • For this summer Rotarun plans in order of
    priority
  • 1.To stabilize the Heli-Ski building
    putting building on a foundation and limited
    exterior work (cosmetic) to comply with County
    requirements, the building will not be available
    for occupation,
  • 2. Install landscaping to comply with
    County requirements
  • 3. Install snowmaking for winter
    season if fundraising goals are reached.

The Vision Still lives
  • The Rotarun Ski Club Board of Directors continue
    to embrace and fight for the vision of a new
    Rotarun facility to serve the residents of Blaine
    County with consistent and affordable snow
    sports.
  • During the Blaine County master plan review 115
    comments were received. 15 were negative, or 87
    positive responses.
  • Even with all the delays a lot of positives have
    occurred and the public support is still
    extremely enthusiastic.
  • This summer is the time to implement the Rotarun
    Master Plan and have snowmaking installed for the
    08-09 winter season and give the public what they
    want A viable and consistent public ski area
    which provides affordable skiing/snowboarding.
