Title: Submitting a Proposal for Analysis of Integrated Data
1Submitting a Proposal for Analysis of Integrated
Data
2The Proposal Process
- Provides states (or multi-state projects) an
opportunity to request customized analysis
findings from the integrated data set - Allows inclusion of state specific data
- Will occur twice a year
- Does not release data to states
3The Integrated Data Set
- Compiles de-identified data on all Medicaid
Buy-In participants in MIG states - Utilizes national data sources that are
consistent across states - Is developed on an annual basis, but includes
historical data
4The Integrated Data Set Includes
- Medicaid enrollment, claims, and expenditures
- Medicaid Statistical Information System (MSIS)
Files - Medicaid Analytic eXtract (MAX) Files
- Medicare enrollment and claims from
- Medicare Enrollment Database (EDB)
- Medicare Claims Data
- quarterly, non-cumulative
- examples
- Dates of Medicare eligibility (EDB)
- Claim expenditures by type of service, Part A/B
5The Integrated Data Set Includes
- Social Security program participation, including
type of disability for recipients or
beneficiaries from the Ticket Research File (TRF) - monthly, cumulative
- examples
- Type of disabling condition
- SSDI or SSI participation and benefit amounts
- Information on annualized earnings, but not raw
earnings data, as reported from the Master
Earnings File (MEF) - annual, cumulative
- Wage, salary, and self-employment income as
reported on W-2 forms

Finder Files from States
National Finder File
EVS Validation
SSAs Ticket Research File (TRF)
 Medicare Files
 MSIS or MAX Files
SSAs Master Earnings File (MEF)
Buy-In Medicare Extract
Buy-In TRF Extract
Buy-In Medicaid Extract
Buy-In Earnings Extract
Integrated Individual-Level Analytical File
Aggregate Data Tables
7Data Limitations
- Lags in Data Availability
- Medicare Claims Data (6-9 months)
- Ticket Research File (1 year)
- Master Earnings File (1 year)
- Small Cell Size Restriction (25 observations)
- Limits sub-group analysis of earnings
- Aggregate data only can be transferred
- Missing Values for non-SSA Beneficiaries
- Primary disabling condition (not in TRF?)
8Integrated Data Set Schedule
- April Finder files received by MPR
- Early summer data requests with finder file
identifiers submitted to contributing agencies
(CMS SSA) - Late summer data received from contributing
agencies - Early fall data cleaning and analyses begin
- Winter Analysis results completed
9Restricted (Fall) Proposals
- Allow requests for analyses from the developed
data set - Are restricted to analyses that can be conducted
using de-identified data - Have a shorter turn around time because the data
set is ready for analysis
10Full (Spring) Data Analysis Proposals
- Allow requests for analyses from the data set
under development - Can be more extensive, including
- Data from state data sets
- Analyses with identifiable sub-populations
- Variables from contributing data sets not
currently in the integrated data - Have a longer turn around time because the data
set is not prepared
11Integrated Data Set Schedulewith Proposal
Submissions
- April Finder files received by MPR
- May Full proposal submissions
- Early summer data requests with finder file
identifiers submitted to contributing agencies
(CMS SSA) - Late summer data received from contributing
agencies - Early fall data cleaning and analyses begin
- November Restricted proposal submissions
- Winter Analysis results complete
12Proposal Content Cover Materials
- State (or states) submitting the proposal
- Contact information for main contact (and each
state contact for multi-state projects) - Research question(s) to be addressed
- Short project abstract (400 words or less)
- Signature of MIG Director (or Directors for
multi-state projects)
13Proposal Content Proposal Narrative
- 5 single-spaced pages maximum, including
- Description of analysis requested
- Description of larger project this analysis would
inform - Information about the intended application of the
findings
14Proposal Content Analysis Information
- Anticipated size (N) for analysis population
- List of data elements from the integrated data
set to include in analysis - Table shell(s) in which results will be returned
to the proposer (maximum of 10)
15Proposal Content Full (Spring) Proposals Only
- List and description of data elements to be
submitted from state project(s) - Contact information for state data submission
- List of data elements from the contributing data
sets to include in analysis
16Additional Considerations for Proposals
- Analyses need to be limited to individuals
identified in the finder files - Analyses resulting in cell sizes of 25 or smaller
will not be reported due to potential for
indirect identification - Requests for comparison to another state cannot
be honored unless both states submit the proposal
as a multi-state project - States will be allowed one proposal per
submission period
17Review Process
- MPR will screen proposals for completeness of
information - Complete proposals will be submitted to the
Integrated Data Review (IDR) committee - IDR committee will prioritize proposals for
analysis - MPR will determine how many analyses can be
completed
18Review Criteria
- Objective of the study (30)
- Soundness of the technical design (25)
- Efficiency of the request (15)
- Application of the findings (20)
- Innovation (10)
192009 Full (Spring) Proposal Submission Schedule
- May 7 Conference call overview of proposal
process - May 13 Deadline for submitting questions for
QA document - May 15 Written response to submitted questions
distributed to all states - May 22 Proposals due to MPR
- approximately June 3 States notified of
selection outcomes and tentative schedule for
analysis - approximately June 12 Deadline for submitting
analysis files
