2Definition Redlining is an FCPS Regulation
which allows teachers who are reduced in rank and
thus reduced in compensation to be held
harmless for a period of two years. This means
they maintain both the length of contract and the
salary for two years. To be fair this provision
has been used almost exclusively for individuals
receiving demotions. On the other hand it is
FCPS who unilaterally develops the regulations.
Their own regulations is what is causing them
problems. There are over 1600 11 0r 12 month
teachers. The school systems in Prince William,
Loudoun, Frederick, and Stafford counties do not
have redline policies in effect. Alexandria City
Public Schools does, but only for one
year. Impact This provision affects any
teacher who works beyond 194 days in a contract
status. Prior to this year summer school , for
example, was a stipend position. As the result
of Dr. Dales desire to have extended contracts
for everybody, if summer school is not offered,
they would be subject
3- Alternatives The School Board is being told
that teachers who have these extended contracts
understand the fiscal situation and are willing
to give them up. I think this needs to be
tested, quickly. I believe that if FEA objects
or does not object this will be approved by the
Board unless FEA offers an alternative . I think
the potential alternative lies in the varying
lengths of the contract and the point in a
teachers career that they find themselves. This
also is all tied up in the teacher leadership
grants. - Recommendation - I believe the following
addresses the needs of the School Board and would
be a compromise position for FEA members. - Any teacher with an extended contract will
have the contract reduced no more than 3 days in
any given year.

retire within two years will be exempt from the
reduction. If they continue to work beyond the
two year period they will agree to have 6 days
reduced from their contract for the following
year. - Teachers who are reduced for cause will
retain their rights under the existing redlining
position which will remain in regulation -
- Rationale This gives FCPS some of the of the
savings they require without significantly
damaging any one individual. This provision can
be enacted yearly, until FCPS is where they feel
they need to be in terms of extended contracts.
It allows time for reductions to be taken
gradually over time. This is not a one year
problem and should not be viewed as such.
Individuals who have vested in the system and
are anticipating retirement need protection. The
standard intent of the contract needs to be
retained.
