Issue 243 Co-existence with PANA mobopts

• Issue
• After handover, how a PaC can know it is attached
  to a network of the realm of a remote PAA with
  which it has a pre-authentication SA?
• Resolution
• The PaC may find the r-PAA
• By running PAA discovery, or
• Immediately when the PaC attaches a link-layer
  device that is acting as an EP whose device id
  was contained in Device-Id AVPs in the
  pre-authentication procedure
• If found, the PaC sends a PUR to the PAA
• If no r-PAA is found, then a full PANA
  authentication or PANA mobility optimization may
  be performed instead of pana-preauth
