Project Goals
  • Federal Help America Vote Act of 2002 requires
    all states to create a central voter registration
    database
  • Develop a comprehensive voter registration and
    election management system
  • Implement a successful multi-county production
    pilot in March 2005
  • Bring the remaining counties into production by
    January 2006

The OCVR Project
  • Creates a single statewide database of all
    registered voters in Oregon that all county
    election officials will use to maintain voter
    records. This is the federal mandate.
  • Creates an alternative election management
    application that will be available to all
    counties to replace existing systems. This is
    optional for counties.
  • Transitions to ongoing comprehensive maintenance
    and support for the OCVR system to all counties

Technology Data Centers
  • Three geographically distributed fully redundant
    data centers utilizing state of the art
    technology
  • Fail over capabilities within each data center
    and among the three data centers
  • Secure network connections through the Internet
    connecting to each county network
  • System security in depth applying ISO 17799
    security principles

Technology - Counties
  • Saber Consulting surveying all county election
    offices for equipment needs (expected to be
    complete by February 11, 2005)
  • HAVA funds are paying for identified printer,
    desktop, scanner, and peripherals needs in the
    counties
  • Network hardware for state or counties is out of
    scope for this project

Current Status Saber/SOS
  • Application development is essentially complete
    and pilot counties are testing
  • Data migration for pilot counties is in progress
    and on schedule
  • Data center equipment is in test
  • Pilot county hardware equipment is being procured
    and installed
  • Training for pilot counties will begin in the
    next 2-3 weeks
  • Production pilot is expected to start by March 7,
    2005

What does this all mean to me?
  • Saber Consulting is providing application and
    system maintenance and support
  • County Election Offices and State will split the
    costs of the maintenance and support
  • Project team will coordinate implementation,
    county hardware installations, security access
    with county IT contacts
