PURPOSE
Why am I here?
  • GPC training is required in order to teach the
    Army-wide standard procedures and processes
    necessary for the successful operation of a
    Government Purchase Card (GPC) Program.

Management of the Government Purchase Card (GPC)
Program
  • All new Cardholders Billing Officials are
    REQUIRED to complete 8 hours of GPC training
    prior to appointment.
  • DAU On-Line Training course (4 hours)
  • DOD Government Purchase Card Tutorial
  • Classroom Training (4 hours)

  • Competition in Contracting Act
  • 41 USC 253 - Exceptions
  • Exceptions to full and open competition
  • All purchase requirements above the
    micro-purchase threshold of 2,500 must be
    competed.
  • Splitting a requirement into 2 or more
    micro-purchases to avoid competition not only
    violates the statutes, but may also constitute
    fraud and/or conspiracy to defraud the
    Government.

ARMY PURCHASE CARD ACCOUNT SUSPENSION POLICY
  • The A/OPC will suspend ALL Billing Official
    accounts not certified by the 28th of each month.
  • IAW DoD Policy, US Bank will suspend Billing
    Official Accounts that become 61 days delinquent.
  • Billing Official Accounts that become 181 days
    delinquent will cause ALL FORT CARSON ACCOUNTS TO
    BE SUSPENDED!

ARMY PURCHASE CARD ACCOUNT SUSPENSION POLICY
  • If US Bank suspends an account twice within any
    twelve month period, the account will be
    PERMANENTLY CLOSED.
  • ALL CARDHOLDER TRANSACTIONS ARE REVIEWED BY THE
    A/OPC ON A MONTHLY BASIS FOR SUSPICIOUS, UNUSUAL,
    OR QUESTIONABLE ACTIVITY! Additional suspensions
    WILL occur if A/OPC requests for information,
    records inspection, and/or account audit are not
    answered in a timely manner.

  • Use of the banks Customer Automated Reports
    Environment (C.A.R.E.) electronic access system
    is MANDATORY for all Army accounts.

    Cardholders and Billing Officials 24/7

CUSTOMER AUTOMATION AND REPORTING ENVIRONMENT
(C.A.R.E.)
  • Billing Officials
  • SHALL use the Transaction Management Module (TMM)
    feature to perform surveillance and oversight of
    cardholders.
  • Cardholders
  • MUST use the Transaction Log in C.A.R.E. This
    is MANDATORY and must be completed EACH month for
    EVERY transaction.
  • NO EXCEPTIONS!

PROPERTY ACCOUNTABILITY
  • AR 735-5 Policies and Procedures for Property
    Accountability.
  • ALL personnel entrusted with the acquisition of
    Government property are responsible for its
    proper custody, safekeeping, and accountability.
  • Billing Officials and Cardholders MUST ensure
    that property accountability procedures are
    followed.
  • Formal reports of non-compliance will be provided
    to the local commander, and repeated
    non-compliance will result in suspension or
    permanent closure of accounts.

SURVEILLANCE (REVIEWS)
  • Surveillance is a shared responsibility among all
    stakeholders.
  • The Army SOP requires an annual review of 100
    of Billing Official accounts.
  • A/OPC screens ALL GPC ACTIVITY monthly and
    conducts purchase reviews on all unusual spending
    activity.
  • Billing Official is responsible for ON GOING
    surveillance of cardholder accounts.

SUSPECTED ABUSE OR FRAUD
  • Fraud as well as the conditions that lead to it
    must be prevented.
  • Be aware of potential problem areas and fraud
    indicators.
  • Become familiar with the Army SOP, the FC SOP,
    and your Unit SOP.
  • EVERYONE has the responsibility to report
    suspected fraud, waste or abuse.

LIABILITY OF CARDHOLDERS AND BILLING OFFICIALS
  • Cardholders
  • Shall be held PERSONALLY liable to the Government
    for any non-Government transactions.
  • Billing Officials
  • Have pecuniary liable for improper payments
    resulting from misuse/abuse of the purchase card,
    and may be responsible to repay the Government if
    false, inaccurate, or misleading certification
    for payment is made.
  • If in doubt, contact your A/OPC for guidance and
    assistance!

  • Card will be sent to your work address. Inform
    mail clerk that you are expecting OFFICIAL mail

  • Cards are usually received within 2 weeks AFTER
    A/OPC receives all required paperwork.

  • Statement available ON-LINE by the 24th of each
    month. NO HARD COPIES OF STATEMENT WILL BE
    MAILED!
  • Ensure that Cardholder statements of account are
    RECONCILED and APPROVED by the 26th of each
    month.
  • CERTIFY the account for payment by the 28th of
    each month to avoid suspension. Billing Official
    CANNOT certify account for payment if any
    cardholder charges are unapproved.
