START is about

Why START?
  • Efficient goods distribution is crucial for the
    vitality of the centres of European cities.
    Inefficient goods distribution causes emissions
    and pollution and is not cost effective.
  • The START approach is based on close
    collaboration between public and private partners
    and the combination of positive incentives, more
    coercive regulations and enhanced logistics.

Objectives
  • Reduction in energy use and emissions caused by
    freight vehicles
  • Increased awareness and acceptance from the
    transport industry on how to increase energy and
    economic efficiency of freight transport
  • Enhanced public - private cooperation
  • Improve exchange of experience, both on local and
    European level among stakeholders in freight
    transport.

Implementation
  • The activities are carried out in close
    collaboration with the local freight networks and
    are organised in to three themes
  • Access restrictions - identify regulations for
    freight transport for specific areas
  • Consolidation of deliveries - set up and further
    develop consolidation schemes
  • Incentives - develop incentives to promote
    efficient practices such as clean vehicles, high
    load factor, fleet operation and driver training.

Expected results
  • Developed regulations for new and expanded
    restricted areas in the partner cities
  • Implemented consolidation schemes in new areas
    and with new participants
  • A complete new programme of incentives
    implemented
  • Local freight networks established in every
    partner city
  • A reduction of energy use by freight traffic in
    the target areas by 10
  • A reduction of CO2 (minus 7), NOx (minus 10)
    and PM10 (minus 15) emissions by freight traffic
    in the target areas.

  • The formation of local freight networks has begun
    in all cities
  • Kick-off meeting in February in Göteborg
  • First peer-to-peer workshop held in Riga in June
    with results presented in a Recommendation

  • Website on-line www.start-project.org and 1st
    newsletter produced in 5 languages
  • Start of enhanced consolidation service in
    Bristol
  • Two new areas for access restriction
    implementation identified in Göteborg.

    Road Haulage Association.

    areas and delivery bays

    to retailers such as packaging collection and
    remote stock storage.

  • Secured support of stakeholders Broadmead Board,
    Business West and The Galleries
  • Survey of 118 retailers in 2003 to establish
    current delivery patterns and operational
    constraints
  • Broadmead target area has over 100,000 deliveries
    per year
  • Helped identify the type of retailer where
    consolidation benefit could be maximised
  • Medium size, non-perishable goods, not very high
    value goods
  • Set the framework for the scheme.

  • Trial Phase May 2004 March 2006
  • Initiated through the EC supported VIVALDI
    project
  • Following public procurement process DHL Exel
    selected as scheme operator
  • First city centre based scheme in the UK
  • Initial six month trial was free of charge to
    participating retailers
  • Trial phase assessed on the basis of
    consolidation benefits, stakeholder acceptance
    and retailer satisfaction
  • Achieved KPI based target to recruit 40
    retailers.

    and re-tendering for further two years
  • 53 retail outlets are currently receiving
    consolidated deliveries
  • KPI to recover 40 of total cost through retailer
    contributions as part of contract extension
  • 21 retailers currently making contributions
  • Delivery vehicle movements have been reduced by
    over 70 for participating retailers
  • Total vehicle kilometres saved 96,681
  • Emissions saved CO2 11.3 tonnes, Nox 1.75
    tonnes, PM10 243 kgs
  • Collected and recycled 5.7 tonnes of
    cardboard/plastic.

  • Retailer Satisfaction Survey
  • 75 of all retailers interviewed chose the
    consolidation scheme because of improved service
    and cost reduction opportunities
  • 94 would recommend the service to another
    retailer
  • More than half of retailers are saving over 20
    minutes per delivery
  • 45 say staff are less stressed and have improved
    morale
  • 38 say they can now spend more time with their
    customers
  • No retailer has received any loss or damage to
    stock.
