  • Is a request to be authorized to discharge
    pollutants to the waters of the United States
    under the terms of the current Multisector
    General Permit (MSGP)
  • Is an agreement by you with the USEPA to conform
    to the MSGP including the requirement to prepare
    and implement a Storm Water Pollution Prevention
    Plan (SWPP)

  • NH Heritage can check its database to see if they
    have any rare plant, rare animal, or exemplary
    natural community records on your property. All
    they need is a brief cover note and a clear map
    identifying your propertys boundaries. The map
    should be a clean photocopy of a USGS topographic
    map with your property clearly marked (you do not
    need to copy the whole topographic map, just the
    section showing your project).

Information You Need For The NOI
  • Section A - Generic Permit Number NHR05
  • Section B - Info on the Operator
  • Section C - Item 1 - The official name of the
    facility
  • Item 2 - The address of the facility, including
  • Latitude and Longitude of the facilitys front
    gate in degrees, minutes, and second
  • Obtain from a topographic map
  • Or, use a GPS
  • Item 3 If you jointly operate a facility (Town
    Garage, fire department, etc), you will need to
    co-file

Information You Need For The NOI (Contd)
  • Do you discharge to a receiving water? If yes,
    its name.
  • Do you discharge to a municipal separate storm
    sewer system (MS4)? If yes, the name of the MS4
    Operator.
  • Item 6 asks for the 4 Digit SIC code or 2 letter
    activity code
  • For Transfer Stations and Recycling Centers, its
    either 5093 or 4953 or both (See earlier
    description)
  • For Landfills, its LF, if they receive or have
    received any industrial wastes

  • For a municipality, State, Federal, or other
    public agency, the plan must be signed by either
  • The principal executive officer or ranking
    official, which includes the chief executive
    officer of the agency, or
  • The senior officer having responsibility for the
    overall operations of a principal geographic unit
    of the agency

First, lets understand the following
  • You do not have to cover the entire facility with
    a roof. You do need to institute best management
    practices that minimize the opportunity for
    polluted storm water to enter the surface waters
    of the United States. These are the basic things
    that need to be in your SWPPP.

    SWPPP

I certify under penalty of law that this
document and all attachments were prepared under
my direction in accordance with a system designed
to assure that qualified personnel properly
gathered and evaluated the information submitted.
Based on my inquiry of the persons who manage
the system, or those persons directly responsible
for gathering the information, the information
submitted is, to the best of my knowledge and
belief, true, accurate, and complete. I am aware
that there are significant penalties for
submitting false information, including the
possibility of fine and imprisonment for knowing
violations.

Now What?
  • Change plan when appropriate. (Its a living
    document)
  • If it isnt working
  • You cant do something you said you would
  • If a spill occurs, attach a root cause and
    corrective action statement
  • Personnel change
  • New buildings, new equipment, new processes, new
    waste streams, changes in size of site, etc.
