1The Origins of Canadas Parliamentary Government
Representative government is a system of
government possessing an elected assembly
(government elected, in part at least, by the
people). In colonies settled by the English, it
was long recognized that, although the Crown
might institute governments, the inhabitants
could be legislated for and taxed only by a
legislature in which they were represented, or by
the British Parliament itself. The Crown was
responsible for approving an assemblies in the
colonies.

4What is Responsible Government?
- Properly, as used by those who gained it in
Canada, it meant a government responsible to the
representatives of the people, ie, an executive
or Cabinet collectively dependent on the votes of
a majority in the elected legislature. - Its transfer to British N America gave the
colonists control of their domestic affairs,
since a governor would simply follow the advice
(ie, policies) of responsible colonial ministers,
except in imperial matters. - Canadians through governments based on elected
parliaments gradually acquired command of their
own political concerns, thereby achieving
national self-direction without revolution.

Howe, Joseph, journalist, politician, premier and
lieutenant-governor of Nova Scotia
He entered politics in 1836 and was primarily
responsible for the election of a majority of
Reformers (Liberals). A conservative Reformer, he
entered a coalition with the Tories in 1840,
hoping to achieve his aims step-by-step. Having
failed, he prepared the way for the Reformers'
success in the election of 1847. As a result,
Nova Scotia secured RESPONSIBLE GOVERNMENT in
February 1848, the first colony to do so, and
Howe could boast that it had been done without "a
blow struck or a pane of glass broken."
6By 1848 Responsible Government was fully
operating in NOVA SCOTIA and the PROVINCE OF
CANADA accepted, by a Liberal, imperial Britain.
It then was granted to other eastern colonies
PEI in 1851, NB in 1854 and Nfld last, in 1855,
and as western provinces emerged in CONFEDERATION
they too obtained it.
