SIMS- Element DOE034 Changes, 2007-2008
  • The federal placement categories and their
    definitions for students with disabilities ages
    3-5 years old were changed for the 2006-2007
    school year. Massachusetts met this reporting
    requirement by piloting the collection of the
    proposed new categories with Boston Public
    Schools and Springfield Public Schools.

Changes in Educational Environment Data Collection
  • IDEA 2004 altered the categories for reporting
    the number and percentage of preschool-aged
    children with disabilities participating in LRE
    to more accurately reflect the extent of the
    childrens participation in regular early
    childhood programs

    preschool-aged child?
  • 8 hours a day. Not 8 hours a day averaged across
    the week, but 8 hours each day
  • What does group child care mean?
  • A non residential setting where the other
    children in care are not related to one another.
    Group child care is not in-home babysitting,
    nannies, or in the home of a neighborhood
    babysitter or relative providing childcare

  • What about 5 year olds in Kindergarten?
  • The new formula is to be applied to children ages
    3-5 years old. If the 5 year old is in
    Kindergarten, then the decision tree, and
    possibly the formula, is applied to them. Other
    Kindergarten students who are 6 years old are
    reported using codes for 6-21 year olds (on slide
    9).
