10Changes in Educational Environment Data Collection
- IDEA 2004 altered the categories for reporting
the number and percentage of preschool-aged
children with disabilities participating in LRE
to more accurately reflect the extent of the
childrens participation in regular early
childhood programs
11Emphasis Shift
- Old emphasis
- where the child received special education and
related services - New emphasis
- the percentage of time the child spends in an
environment with typically-developing, same-age
peers, including, but not limited to, early
childhood special education services
12Formula Change
- Baseline Formula
- of hrs of special education services in an
inclusive setting plus of hrs in a natural
environment divided by 25 hrs
- Revised Formula
- of hrs in an inclusive early childhood setting
divided by the of hours in special education
settings outside of an inclusive early childhood
setting plus the of hours in an inclusive early
childhood setting
13Revised Formula
of hours in a regular, inclusive early
childhood setting
of hours in a regular, inclusive early
childhood setting of hours receiving special
education services outside an inclusive early
childhood setting
14Obtaining Information
- IEP indicates the amount of time the child
receives special education services - Ask families if the child attends an Early
Childhood program - If so, what is the setting, and
- how long does the child spend there each day
15Early Childhood Program A program that includes
at least 50 nondisabled children. Including,
but not limited to
- Head Start
- Kindergarten
- Reverse mainstream classrooms
- Private preschools
- Preschool classes offered to an eligible
pre-kindergarten population by the public school
system - Group child care

17QA
- What is considered a standard school day for a
preschool-aged child? - 8 hours a day. Not 8 hours a day averaged across
the week, but 8 hours each day - What does group child care mean?
- A non residential setting where the other
children in care are not related to one another.
Group child care is not in-home babysitting,
nannies, or in the home of a neighborhood
babysitter or relative providing childcare
18QA
- What about 5 year olds in Kindergarten?
- The new formula is to be applied to children ages
3-5 years old. If the 5 year old is in
Kindergarten, then the decision tree, and
possibly the formula, is applied to them. Other
Kindergarten students who are 6 years old are
reported using codes for 6-21 year olds (on slide
9).
