• Avoid thinking about specific technologies at
  this point accurately describe the business
  problem

• Once you have the problem defined now is the time
  to start the Business Case Summary (BCS)
• Decision point Should the BCS be for the end
  solution or should the BCS be to determine
  possible solutions
• Resources that can help
• Agency Information Resource Managers

• Vendors States Technical Services Staffing
  contract
• Next step is to finish and submit the BCS

iTIC Process

• iTIC Process
• Internal (DTI) Technology Investment Council
• Meets every two weeks Every week in September
  and October
• Reviews and recommends the BCS
• Compliance with published State Standards
• Completeness Dollars, Timeline, etc.
• Summarizes BCS for that years budget cycle and
  provides that to the TIC

• TIC Process
• Governors Technology Investment Council
• Members appointed by the Governor and Chaired by
  the CIO
• Members include
• Controller General, Dept. of Education, Chief
  Justice, State Treasurer, University of Delaware,
  Bank One, WL Gore, 82 North, LLC
• Meets four times a year
• Among the TIC's duties (as set forth in Title 29,
  Delaware Code, 9013C) is the following "By
  November 15th of each year, the Council shall
  make recommendations to the Budget Director
  regarding the funding of technology for the
  coming fiscal year..."
