House Bill 1354
  • Part I Requires all Domestic Violence offenders
    to attend abuser treatment program
  • Part II Requires Criminal Justice and Standards
    Division to incorporate DV training into Basic
    LEO training.
  • Part XI Provides for a system of indicating on
    criminal judgments that an offense involves
    domestic violence.

Impact on DCC
  • DCC formed a DV Task Force to include all
    agencies, victim advocates, treatment providers,
    LEO, and Judicial officials.
  • Began work on developing new policy and protocol.
  • Began work on developing a MOU between all
    parties
  • Increased outreach to victims
  • Began developing training for all staff and
    specialized training for DV officers

  • Updated DCC policy
  • Allows officers to supervise offenders at the DV
    level even if not court ordered into the DV
    Program
  • Requires officers to notify the Divisions Victim
    Advocates of the victims contact information so
    outreach can begin.
  • Requires officers to check for and enforce any
    active 50 B orders
  • Requires officers to conduct one search every 180
    days
  • Requires officers to meet monthly with treatment
    staff to discuss progress of offender

  • Defined the roles of DCC, TASC, treatment
    providers, and Victim Service Agencies and local
    Mental health Agencies
  • Required to attend partner staffing sessions to
    determine progress, modify case plans, and make
    decisions concerning incentives and
    non-compliance.
  • April 2, 2007-All MOUs were signed and put into
    place

  • Victim Notification
  • DV cases are flagged for the Victim Advocates so
    they can begin outreach
  • Once victims are registered they receive notice
    of changes to the offenders status

  • Considering training on CD Rom from APPA that
    will be provided to all staff
  • Developing a comprehensive training for
    specialized DV officers.

Re-entry?
  • How does Probation have anything to do with
    re-entry?
  • Re-entry begins when the offender first enters
    the Department of Correction
  • Almost all Domestic Violence offenders will exit
    supervision from the Department of Correction
  • What we do with the offender while we have him
    under supervision will impact what he does after
    he exits the system
