3Background
- The Army typically has built huge stockpiles of
items as various levels just in case - Future operations on a non contiguous battlefield
require a streamlined logistics system that
considers the distribution pipeline as the
warehouse - Somewhere either an ISB, FOB or Subsistence
Platoon there will be stocks of Class I and that
is where the Configured Loads will be built.

7Roving Sands 99 Lessons Learned
- STRATPACK (SCL) 2 Days for 1200 is too tight in
container - Only 16 warehouse skid positions in a 20 foot ISO
container. - Loose items just jammed in to make it fit.
- UGR-A Perishable is separate.
- CROP is an enabler - Is 2 days for 800 possible
on CROP? (Verified at QM Regimental Week 6/15/00) - 2 days for 800 on CROP will not fit in ISO
Container due to entry angle and increased height
of loads (Verified 6/15/00) - UGR is much easier to handle
- RF/AIT provides due-in visibility from wherever
assembled, limited tracking, and will provide
accountability at the container level. (UNISYS
to implement)
8Class I Rules
- MREs as sole source of nutrition for up to 21
days - Reality - Field Commanders want cook prepared
meals ASAP - Morale issue! - Supplements are mandatory items per OTSG
- UGRs now only require milk as a supplement.
- MREs require Milk and Bread if sole source of
nutrition beyond 21 days - Enhancements are nice to have and include
- Fresh Fruit, salads, bread
- Milk, and bread after Day 21 with MREs.
- No UGR-HS or UGR-A meals can be prepared until
cooks and equipment arrive (cooks not organic to
IBCT but augmentation and reside in the CSSC)
9Class I Planning
- Planning Information
- MREs - 12/case 48 cases / pallet 576 meals
/pallet - UGR-HS - 3 box module feeds 50 24 boxes per
pallet feeds 400 - UGR-A - 3 box module (2 semi-perishable /dry and
1 perishable that requires refrigeration) - Semi-perishable 24 boxes per pallet 600 meals,
requires perishable box - Perishable box feeds 50. Perishable boxes vary
in size depending on item. (Need to standardize
box size / Know quantity per pallet) - Shelf Stable Bread - 96/ case 15 cases / pallet
480 serving per pallet - Cereal - 72/case 52 cases / pallet 3744
servings per pallet - UHT Milk - 54/case 60/pallet 3240
cartons/pallet - Milk is typically provided 2 for breakfast and 1
ea for lunch and dinner. - White milk more popular at breakfast - Chocolate
and Strawberry by far at other meals.
10Considerations
- CONUS based support for MRE/Bottled Water
initially. - CONUS based distribution can not support units
when we task organize and when missions change.
This must be done closer to the action ie.
PSP/SP, FOB or ISB - Sustainment must ship at same time units are
deploying. - 40 Bulk containers still a reality.
- CL on CROP when ever possible?
- Per current OTSG Policy can subsist on MREs for
only 21 Days - Need either UGR-HS, UGR-A by
D20. - 2001 Active Component, O-6 Brigade Commander
Field Feeding Survey identified expectation of
HS by day 7-10, UGR-A by Day 12-15.

Intent Increase throughput, minimize handling,
reduce footprint, and physically speed the flow
of supplies to the customer.
- National Providers (AMC, DLA, etc.).
- Commercial Vendors.
- Installation Director of Logistics (DOL).
- Support Units.
- Days (1-3) Deploys with IBCT Aboard unit
vehicles. - Days (4-6) Built at Ft Lewis, Stored at DOL,
Part of the 96 Hour Deployment Flow. - Days (7-MC) Pre-configured CLs pushed from
national providers. -
- Depots.
- Commercial Vendor Sites.

- Corps Subsistence Platoon

- Initially, MREs and Bottled Water on 463L Pallets
- Airlifted Loads Initially, Dependant Upon Number
of Troops in the Field - Bulk Containers Issued to Subsistence Platoon,
FOB or ISB where CL is built - Configured Loads go to Field Kitchens

15Future Activities
- Looking at various configuration up to 2 days for
800 to support IBCT. - Also 2 days for smaller units.
- XVIII Airborne Corps, III Corps and I Corps
determining requirements. - DCD-QM ORD for Multi-Temperature Refrigerated
Container (MTRC) awaiting Chief of Staff
Signature - Up to 2 days for up to 800 both perishable and
semi-perishable in same ISO container. Will
reduce current inefficiencies of going forward
with several partial loads (1 perishable
(Frozen), 1 semi-perishable (MREs) and in many
cases 1 chill (Fruit and vegetables).
16Multi-Temperature Refrigerated Container System
(MTRCS)
- More efficient distribution of mixed (perishable
/ semi-perishable) rations configured within
theater. - 2 days for for up to 800 personnel HS, MRE,
UGR-A - ISO Container
- 1 double wide end and 1 forward side entrance
- HEMTT LHS, PLS, and 22.5 Ton semi-trailer
