2Employer Training Investment Program Mission
- The mission of the Employer Training Investment
Program is to effectively administer a customized
training grant program that will assist Illinois
employers with the costs associated in meeting
the training needs of their business. Resulting
in a well-trained workforce and produce a better
business climate for the State of Illinois.

- SINGLE COMPANY COMPETITIVE PROJECTS
6Business Development Projects
- Upfront commitment from the Department to
companies choosing to locate or expand within the
State of Illinois - Also referred to as Incentive Projects
- Business Development Projects are submitted as a
Single Company Application via ETIP/LCC
regardless of company size.
7Eligible Applicant
- An individual employer that is locating,
expanding or has a facility(ies) in the State of
Illinois is eligible to apply for ETIP grant
funds if the company is undertaking eligible
training activities.
8Eligible Trainees
- Only full-time, Illinois based employees may be
trained with ETIP/LCC funds. - No part-time, seasonal, temporary or contractual
employees can be trained with ETIP/LCC funds.
9ELIGIBLE TRAINING ACTIVITIES
- Training programs required to respond to new or
changing technologies, processes, product lines. - Training associated with the purchase of new
machinery. - Training necessary to implement continuous
improvement systems in the workplace, including
quality certifications. - Training of employees in skills necessary to
enable the company to establish, maintain or
expand into new export markets. - Basic and/or remedial training, including English
as a Second Language, as a prerequisite for other
vocational or technical skills training.

- Administrative costs should be used to cover cost
of audit, and cannot exceed 1 of grant funds

13Project Cost Reimbursement
- The Employer Training Investment Program
provides grant awards that can reimburse a
company up to 50 of their approved training
costs.
14APPLICATION REQUIREMENTS
- Three unbound copies of the application are
required (an ORIGINAL and TWO copies). Including
the following - Typed application-no handwritten applications
will be accepted. - Audited Financial Statements or Federal tax
returns - Transmittal Letter
- Letter of support from the Union, if applicable
- Completed Training Schedules
- Completed Budget and Budget Narrative
15Required Financial Information
- Audited or reviewed financial statements
including balance sheets and income statements,
or - Complete copies of federal tax returns
If applicant is a division or subsidiary of a
parent company, then financial statements for the
division are required.
16TRANSMITTAL LETTER - The Transmittal letter makes
the statement for need, and provides program
staff with information needed to evaluate the
application. Letters must include the following
- What is the size of the company?
- Is the size of the workforce increasing or
decreasing? - Is the facility expanding, relocating, or in
danger of closing? - How will the availability of training funds
benefit the company? - Is domestic or foreign competition adversely
affecting the company, and how will training
help? - A brief narrative description about the training
activities, including a description of the
training content, timelines, and methods of
training. - Measurable objectives/strategies that the
business is proposing to address through the
award of a training grant.
17REVIEW CRITERIA - Application review criteria
will include, but is not limited to
- The quality of the training program
- The identification of specific and measurable
training objectives - The wage rates of the trainees
- The amount of capital investment by the business
and how that relates to the training programs - Foreign competition
- Illinois headquarters
- Impact of the training program on the regional
economy - Performance on previous grants
- Priority will be given to applicants with a large
percentage of their sales outside of Illinois.
18 Grant Requirements
- Reporting Requirements
- SSNs of trainees
- Actual hourly wages of trainees
- Identification of who provided training
- Proof of purchase of training materials
- Training Evaluation Report
- Grantee must submit to the Dept. within 60 days
of the end of the grant period a written
narrative evaluation of the training experiences,
based upon the measurable outcomes or benefits
contained in the application.

be - Located in the State of Illinois
- Training full-time Illinois employees (Part-time,
temporary, seasonal or contractual employees are
not eligible to participate in the project)

state, or federal government
