DOD Firefighter Property (FFP) Program
  • Authorized by Section 1076, National Defense
    Authorization Act, FY 2001
  • Firefighter Property (FFP) refers to items
    obtained from the Defense Reutilization and
    Marketing Service (DRMS) for use in fire and
    emergency services by the State Agency and their
    cooperators.
  • The DoD authorizes the Forest Service to manage
    the transfer of DoD property through a Memorandum
    of Agreement with DLA.

On August 23, 2005, the USDA Forest Service
signed a Memorandum of Agreement with DOD/DLA
giving the Forest Service oversight to the state
agencies to acquire and assign DoD Firefighting
property authorized under 10 U.S.C. 2576b. This
function is to be carried out through the Forest
Service FFP program.

When the State Forester assigns FFP property to
a fire department or fire district, an additional
cooperative agreement is required at that level.
The U.S. Forest Service cooperates with the
fire department or fire district only by proxy of
its recognized agents.

1122 Program
  • The 1994 National Defense Authorization Act
    authorizes state and local governments to
    purchase law enforcement equipment suitable for
    use for counterdrug activities through the
    Department Of Defense. Each participating state
    has a State Point of Contact (SPOC) for this
    program.
  • U.S. Army G-4 is the Executive Agent for the
    program
  • Sources of supply include DLA, GSA, Dept of
    Army. Navy, and Air Force
  • DLA provides assistance in finding State 1122
    SPOCs and liaison to DLA Inventory Control Points
    (ICPs).
  • Substantial savings for the state and local law
    enforcement agencies.
