Fujimoris Efforts

• Granted the military a very broad scope powers to
  arrest suspected terrorists, rebels and
  insurgents.
• Allowed for captured members to be tried in
  closed military courts with limited legal rights.
• Armed rural Peruvians, calling them Rondas
  Campesinas similar to a local militia .

Guzmáns Capture

• After Guzmán was arrested, his computer was
  seized by authorities and on it they found
  details on Shining Paths membership, which was
  roughly 23,000 members, and its equipment, which
  included handguns, machine guns, grenades, and
  rifles.

Continued Existence

• Police raids on Shining Path operations and held
  land continue through the new millennium, as do
  their terrorist attacks.
• December 22, 2005 Shining Path attacked various
  police patrols, killing 8 people. In response to
  this, the President declared a state of emergency
  and gave Peruvian Law Enforcement extra powers,
  such as the ability to search homes and make
  arrests without a warrant.
