    student.

What about late referrals?

Late Referral to Part C
  • 2.3.7 For children referred 45 days or less
    prior to their third birthday, the Local Early
    Steps is not required to conduct an
    evaluation/assessment, determine eligibility for
    Part C, develop an IFSP or hold a transition
    conference.
  • 7.2.4 For children who become eligible for Early
    Steps after their 2nd birthday, the LES will
    provide a copy of the Understanding
    Notification brochure on the date the child is
    determined eligible for Early Steps.

Late Referrals Impact on Child Outcomes
  • Early Steps children who have an initial IFSP
    date after the age of 30 months (beginning 30
    months plus 1 day) will not be in the Early Steps
    child outcomes measurement system. However, for
    these children, a BDI-2 assessment administered
    by Early Steps when the child is 30 months plus
    one day, or older, may be used as the ENTRY
    assessment for preschool.
  • This is the only exception to the defined
    assessment window and intended to promote
    collaboration between Early Steps and school
    districts.

Joint Evaluation/Eligibility
  • If eligibility is being determined for Part C,
    then Part C needs parent consent
  • If eligibility is being determined for Part B,
    then Part B needs parent consent
  • If eligibility is being determined for both Part
    C and Part B at the same time, the Part C and
    Part B need parent consentsame time means
    eligibility decision for Part C and Part B is
    made at the same meeting

Joint Evaluation/Eligibility
  • If data from Part C evaluation is later used to
    determine eligibility for Part B, then consent is
    not needed, but permission for release of
    information is needed
  • Recommend documentation that eligibility was
    determined based on review of existing data from
    Part C and no further testing is needed
  • Eligibility determination should be made without
    undue delay once parent has provided permission
    for release of information

  • If eligibility for Part B is determined based on
    Part C evaluation and further testing is needed,
    then parent consent is required for the
    additional testing and the clock would start on
    the 60 school day timeline
  • Reminder IEP must be written within 30 days of
    determining eligibility for Part B

  • Children who did not have an IFSP may be referred
    by Early Steps to the LEA
  • In this situation, the 60 school day evaluation
    timeline applies from the date of parent consent
  • This is not C to B transition
  • These children are not included in Part C child

What is the Pre-K endorsement requirement?

Pre-K Endorsement
  • Required by July 1, 2011, for teachers who are
    certified in any area of exceptional student
    education (ESE), primary or early childhood, if
    they are teaching prekindergarten children with
    disabilities
  • Rule expanded to permit adding endorsement to K-6
    Elementary certificate
  • Not required for teachers with prekindergarten/pri
    mary (age 3-grade 3) or preschool education
    (birth-age 4) certificates.
  • In lieu of the endorsement, take the subject area
    test for prekindergarten/primary or preschool
    education and add one of these certifications.

  • No provision for grandfathering in
  • Teaching experience may be used in lieu of some
    of the required coursework
  • A valid National Board Certificate in the area of
    "Early Childhood-Young Adulthood Exceptional
    Needs Specialist Early Childhood" can be used to
    add the prekindergarten disabilities endorsement
    to the teacher's Florida certificate
  • A valid National Board Certificate in the area of
    "Early Childhood Generalist (ages 3-8)" can be
    used to qualify for a Florida certificate in
    prekindergarten/primary education
