- A business smaller than a given size as measured
by its employment, business receipts or business
assets
- Strengths
- Considered race/gender-neutral not subject to
strict scrutiny legal standard - Can utilize set-asides
- Can rely on other agency SBE certifications or
self-certification through tax forms or financial
statements
- Weaknesses
- Does not make distinctions among small businesses
that fall below a certain threshold - Does not permit targeted activity towards
specific groups within the small business
category - Has greater potential of resulting in a reduction
of MWBE expenditures

Enterprise Program
- A firm that is at least 51 percent owned by one
or more individuals that are socially and
economically disadvantaged - Social disadvantagea person who has experienced
social disadvantage in the US as a result of
causes not common to persons who are not socially
disadvantaged - Economic disadvantagea socially disadvantaged
individual who ability to compete in the free
enterprise system has been impaired due to
diminished capital and credit opportunities as
compared to others in the same or similar line of
business who are not socially disadvantaged.
