2ESL Program Goal
- to provide a quality educational program for
second language learners. Students will attain
English level 4 proficiency within three years or
less through a home/school/community partnership. - English proficiency level 5 will be a one year
transition to a total mainstream experience.

- Consistent, systematic assessment is a key
component for successful programs - On-going monitoring of students should be built
into the program to determine progress - Proficiency levels should be assessed annually
- A data base should be created
4Importance of Staff Development
- Staff members will value native culture and
language - ESL and regular education staff need a
structured, sequenced staff development plan - Collaboration is key share strategies and
knowledge on a regular basis
5Involvement of family and community
- HMAA is one target agency
- Schools need to increase the involvement of
families in functions, activities, volunteer
experiences, etc. - Parents should become active in the educational
process of their children
6Hmong Language and Culture
- Include as unit within the 6th grade World
Culture Class - At secondary level include within appropriate
curricular areas

8Pre-School ESL Delivery Model
- There will be two sections of Pre-school ESL
classes to be held at Lowes Creek Early Learning
Center - Students will receive ESL instruction in an
inclusive (Head Start / Early Childhood Special
Education Pre school ESL) setting.
9ESL Delivery Model at K-2
- Within the regular education classrooms, the BEA
will provide translation when possible - concepts and vocabulary
- reinforce Instruction
- home/school communication
10Within the Regular Classroom, the ESL Teacher
- Provides instruction in language development
- Instruction in Boehm concepts
- Vocabulary development
11ESL Delivery Model 3-5(priority for ESL Teacher
time should be given to grades 3-5)

- Instructional support, especially in

17ESL Consultation Team
- Meets monthly and as needed
- Is the team that recommends placement
- Is the team that recommends exit
- Provide direction for the ESL teacher
- All referrals must be reviewed by this team prior
to services from ESL program
