Project History
  • Countywide Transportation Plan calls for Route 7
    to be a limited-access highway between Leesburg
    and Algonkian Parkway.
  • The Route 607 (Loudoun County Parkway)
    interchange is another step towards this goal.

Project History
  • Construction funds from 2006 Bond Referendum
  • Proffer design from Collin Equities approved May
    2008
  • Loudoun County Office of Capital Construction
    picked up utility coordination, right-of-way
    negotiations, and many other construction tasks
  • Construction advertisement ended November 2008
    with winning bid from Shirley Contracting at
    23.3 million.
  • Board of Supervisors approved award in December
    2008.
  • Construction began January 2009.

Project Scope
  • Grade-separated Single Point Urban Interchange
    (SPUI)
  • Four new ramps and bridge over Route 7
  • ½ mile new Loudoun County Parkway
  • Numerous Utility Relocations
  • 2200 LF of 24 gas transmission line
  • 2800 LF of 30 water line replacement and upgrade
  • 6000 LF of communication duct bank
  • Closure of three access points to remove two
    Route 7 traffic signals
  • Eastern Smith Circle (August 2009)
  • George Washington Boulevard (March 2010)
  • Richfield Way (March 2010)

Upcoming Closures
  • Steel erection and open cut work scheduled to
    begin week of July 27 taking approximately six
    weeks
  • Night closures beginning at 9PM complete by 5AM
  • Two out of three lanes closed on Route 7 for
    majority of night
  • 15-minute complete closures of Route 7 to lift
    steel in place
  • After steel is secured, traffic queue will be
    allowed to dissipate.
  • Please plan ahead to use alternate routes!

Permanent Closures
  • Presidential Drive will be barricaded and
    abandoned once new Loudoun County Parkway is in
    operation.
  • In coordination with Department of Fire, Rescue,
    and Emergency Management, emergency access will
    be installed so there will be no change in
    response times.
