Joint Action Art. 2 Mission
The Satellite Centre shall support the
decision-making of the Union in the context of
the CFSP, in particular of the ESDP, by providing

Article4 Operational direction 1. The
Secretary-General/High Representative shall give
operational direction to the Centre, without
prejudice to the responsibilities of the Board
and of the Director of the Centre, respectively,
as set out in this Joint Action.

JA Art. 2 Mission
  • The Satellite Centre shall support the
    decision-making of the Union in the context of
    the CFSP, in particular of the ESDP, by providing
    material resulting from the analysis of satellite
    imagery and collateral data, including aerial
    imagery as appropriate,
  • A Member State or the Commission may address
    requests to the SG/HR, who, if the capacity of
    the Centre allows, will direct the Centre
    accordingly,
  • Third States may also address requests to the
    SG/HR, who, if the capacity of the Centre allows,
    will direct the Centre accordingly,
  • International Organisations such as the UN, OSCE
    and NATO, may also address requests to the SG/HR,
    who, if the capacity of the Centre allows, may
    direct the Centre accordingly,

The Objectives for the Future (1)
  • The EUSC is the EU agency to support CFSP/ESDP
    with Geospatial Intelligence. This unique
    capability should be developed and systematically
    used.
  • The Centres capacity to support EU operations
    should be developed with highest priority.
  • The Centre should be systematically integrated in
    the developing European intelligence cycle to
    improve its effectiveness for the decision-making
    process.

Welcome to the Conference!
  • Emerging needs from big applications (e.g.change
    detection, global monitoring, disaster management
    support, etc.) and the Continuous increase in
    archives' size and EO sensors' variety
    require   
  • new methodologies and tools for information
    mining and management.
  • The manual process performed by experts to mine
    information from images is currently too complex 
    and expensive to be applied systematically on
    even a small subset of the acquired scenes.

Motivation of the Conference
  • The issue might become even more challenging in
    future since more missions (including
    constellations) are being planned, with 
  •  
  • broader sensor variety   
  • higher data rates and increasing
    complexity. (ENVISAT)

Objectives of the Conference
  • This year's conference focuses on security and
    intelligence thematics, for which Image
    Information Mining is considered of very high
    interest and appropriate.
  • These thematics prove most successful when
    cross-cued from other intelligence disciplines,
    therefore the conference topics are broadened
    towards more generic Information Mining.
  • The conference is expected to bring new
    stimulating ideas, concepts or methods for the
    multiple use of the acquired image data.
