2
What Id Like to Discuss
  • What is a PBEP?
  • Why does EPA support PBEPs?
  • Why do we provide incentives?
  • How does Performance Track drive environmental
    improvement?
  • What is the perceived value and measured
    improvement of PBEPs?
  • How does PBEP participation help a facility meet
    management expectations?

3
What the heck is a PBEP?
  • Performance-based Environmental Programs --
    voluntary partnerships between regulatory
    agencies and private-sector facilities (including
    non-profit and government organizations) where
the government agencies generally set the terms
of the partnership and facilities receive
recognition and other benefits in return for
    beyond compliance performance.

4
Why Does EPA Support PBEPs?
  • promote use of EMSs and continuous environmental
    improvement
  • recognize and encourage facilities who go beyond
    what is required
  • encourage use of innovative environmental
    performance strategies
  • to provide carrots to complement sticks
  • to provide a structured approach for allowing
    top-performers more flexibility in meeting
    regulatory requirements

5
Why do we provide program members with incentives?
  • Very simplyto motivate organizations to go
    beyond what is required.

No facilities were harmed in the making of this
slide.
6
How do we use Performance Track to drive member
environmental improvement?
  • PT requires members to report annually on their
    progress
  • Activities that get measured and reported remain
on the radar and receive attention necessary to
    make progress
  • Theres nothing like a little friendly competition

7
Perceived Value of PBEPs
  • Members value Performance Track as a Driver for
    Improved Environmental Performance and Bottom
    Line
  • Realize cost savings 56
  • Seek innovative solutions 53
  • Reduced impacts that would not have occurred
    40
  • Improved EMS to qualify 30

8
Measured Cumulative Improvement for Key
Indicators
  • Total Water Used Reduced by 3.66 billion
    gallons.
  • Greenhouse Gas Emissions Reduced by 309,780
    metric tons carbon dioxide equivalent.
  • Non-Transport Energy Use Reduced by 4.26
    million MMBtu.
  • Non-Hazardous Waste Reduced by 1.21 million
    tons.
  • Hazardous Waste Reduced by 52,266 tons.
  • Use of Recycled/Reused Mat. Increased by 559,991
    tons.
  • Land and Habitat Conservat. Increased by 16,809
    acres.
  • Non-Toxic Discharges to H2O Reduced by 33,286
    tons.

9
How does PBEP participation help a facility
achieve upper management expectations?
  • Serves as force function to help EHS staff ensure
    that management expectations are met
  • Helps justify capital needed for improvement
    projects
  • Facility often selects corporate goals as
facility goals for a three-year term
  • As upper management jumps on the green wagon,
PBEPs serve as fuel for the wagon
