Library

• Condition
• Kyles library system is adequately sized for
  the present City but as the City grows so must
  the library system.
• Possible Mission Statement
• Encourage and support reading and learning by
  people of all ages and all educational and
  socioeconomic levels by providing education,
  recreational, and cultural materials and
  programs.
• Possible Objective
• To preserve and maintain the current educational
  mission for the growing City.

Library

• Possible Policies / Recommendations
• Coordinate public school and public library
  facilities.
• Implement a long term Library Master Plan.
• Staff and equip the Library to keep pace with
  population and technology advances.
• Consider sites for future Library expansion plans.

Education

• Condition
• The Hays Consolidated Independent School
  District is expanding dramatically, but many of
  the educational needs of the local industry base
  are still not being met. New industries will
  require new skill sets. The outflow of the
  workforce to outside the City must be reversed
  and contained. Local industries need more workers
  with low-tech manufacturing skills. Hays CISD is
  an excellent public school system reputedly one
  of the best in the state.
• Possible Goal
• Expand the skill sets of the available workforce
  in anticipation of future job growth demands.
  Maintain the quality and expand the range of
  education opportunities within the community.
• Possible Objectives
• To maintain excellence of Hays CISD.
• To increase educational offerings within Kyle.

Education

• Possible Policies / Recommendations
• Promote increased training programs in public
  schools.
• Expand secondary education opportunities by
  recruiting a 2-year college (lobbying Austin
  Community College to open a campus in Kyle).
• Coordinate City planning efforts with Hays CISD
  efforts for future schools.
• Consider collocating public schools with
  community parks.
• Consider creating a focus group to study future
  educational needs of the Kyle community.

Police Department

• Condition
• Kyle currently enjoys a high level of service
  from the Police Department as well as a low level
  of crime.
• Possible Goal
• Maintain a police force that can help create a
  strong, self-reliant, healthy and secure City
  where people feel safe to live, work and raise
  their families.
• Possible Objectives
• To maintain the benefit of City investment in
  Police Department infrastructure throughout the
  City and at all levels.
• To develop a long range plan that determines
  locations and needs for future expansions of the
  Police Department.

Police Department

• Possible Policies / Recommendations
• Coordinate Kyle Police with regional police
  jurisdictions and their efforts.
• Build a new police headquarters and justice
  center.
• Consider the viability of a police substation,
  when the Citys population demands it.
• Continue to support community policing.

Volunteer Fire Department

• Condition
• Kyles Volunteer Fire Department with the help
  of the City has kept up with the growth of Kyle
  by investing in current technologies and
  maintaining facilities however, the volunteer
  fire department has immediate needs for growth
  and must be positioned for future growth as well.
• Possible Goal
• Continue to provide up-to-date fire and life
  safety for the growing City of Kyle.
• Possible Objectives
• To maximize the benefit of City investment in
  Fire Department infrastructure throughout the
  City at all levels.
• To develop a long range plan based on demographic
  predictions for the growth of Kyle.

Volunteer Fire Department

• Possible Policies / Recommendations
• Coordinate plans with regional fire fighting
  jurisdictions and their efforts by advocating a
  long range regional fire fighting master plan.
• Consider sites for future fire stations.
