National Strategy to Reduce Congestion
Congestion is not a fact of life. We need a new
approach and we need it now. Secretary Norman
Mineta National Press Club May 2006
  • Relieve urban congestion.
  • Unleash private sector investment resources.
  • Promote operational and technological
    improvements.

I am committedto do everything we can to ensure
that our skies, highways, ports, and rails are
free from traffic congestion. Secretary Mary
Peters Swearing-in Ceremony October 2006

Congestion Pricing Bringing Supply and Demand
into Alignment
  • Failure to properly price travel on highways is a
    root cause of congestion.
  • Allocating transportation services via pricing is
more efficient than allocating by delay and it
    reduces congestion.
  • Pricing can supply revenues that further
contribute to reducing congestion providing a
    revenue stream supporting Public Private
    Partnerships (PPPs).

Recycled/Re-Use Materials In Highway Construction
  • The U.S. needs to reconstruct much of the
infrastructure built in the 50s and 60s
  • Virgin materials
  • are being depleted
  • The cost of virgin
  • materials is increasing

15
FHWA Policy On Recycling and Re-Use Of
Industrial Byproducts
  • Recycled materials should get first consideration
  • Consider use of recycled materials early in the
    planning/design process
  • Economic benefits should be considered in the
    material selection process
  • Restricting the use of materials should be
    technically based
  • Material should not adversely impact the
environment and should perform as intended
