What is the Program?School Performance Incentive
Program
  • Performance incentive pay when the students in a
    school demonstrate growth in academic
    achievement based on the Standards Based
    Assessments (SBAs) given annually in April
  • Growth is defined in the law as more rapid than
    expected or advanced performance that remains at
    that level
  • Compares the same student from the previous year
    to current year
  • Ninety-five percent of all students enrolled must
    participate in the assessment

  • Up to 850 certificated staff in the state may
    receive incentive payment and the
    non-certificated staff employed in the schools
    where awarded certificated staff are employed
  • To reach the 850, the schools are ranked based on
    the index from the highest performing school to
    the lowest performing school
  • Schools receive the payment starting with the
    highest school until the count reaches 850
    (without going over) certificated staff, stopping
    at the school that does not cause the count to go
    over 850
  • 5 of the funds awarded to schools within a
    district are allocated to district wide staff who
    contributed to the awarded school performance, as
    determined by the Commissioner and superintendent
    in consultation with site principals
  • Superintendent or chief officer is not eligible

  • Performance Levels and Value Table
  • The performance levels (advanced, proficient
    plus, proficient, etc.) defined in the regulation
    were determined by using the adopted scale scores
    from the Standards Based Assessment and dividing
    in half those levels below advanced
  • The value table was developed after a statewide
    stakeholder committee provided input in June 2006
    and revised when the same group evaluated the
    first years performance and provided more
    feedback in October 2007
  • Each value is in relation to those values above
    and below that level of achievement

  • Eligible Schools
  • Provide mathematics and language arts instruction
  • Any combination of grades K-12, except for 11-12
    only, which is not eligible
  • Administer the reading, writing, and mathematics
    standards based assessment

  • Data Required from District
  • All staffing reports due October 15 submitted for
    individual staff members including FTE
  • Verification of staff submitted May 1 to include
  • Mailing address of all eligible staff
  • Verification that staff were at least employed
    100 days between September 1 and April 1
  • Updated addresses of staff after the selection of
    schools, which takes place July 25

  • Part Time Multi-Site Employees
  • Must be employed .25 to receive award, and
    payments are partial based on employment at an
    FTE of .25, .50, .75 or 1.0
  • Employees who work in multiple sites follow the
    same payment method as part time employees, being
    awarded if they are at least .25 FTE at an
    awarded site

  • First incentive was based on assessment results
    in 2007 as compared to 2006, and 2008 incentive
    payments are based on 2008 results compared to
    2007
  • School districts are notified of school awards on
    July 25, 2008
  • Payments will be sent to recipients in September
    2008
