- International Standards for Phytosanitary
Measures (ISPM) No. 12 Guidelines for
Phytosanitary Certificates (2001) - Specific Principles/guidelines for certifying
foreign origin plants and unprocessed plant
products
7Conditions for Issuing Re-export Certificates
- NPPO only issue certificates for export if the
importing country regulations are met. -
- Original or certified copy of PC must accompany
the consignment.

develop a discussion paper on options for
certifying re-exports.
10Strategy to resolve
- Provided comments for the IPPC draft
specifications for revising ISPM 12 - IPPC Expert Working Group (EWG) will be formed.
Anticipate that the EWG will meet in 2007 and
revisions will be finalized in 2009.
- Will provide EWG with a discussion paper
reflecting options identified by the Task Force. - PIM will attempt to have a representative on the
EWG.

16- Future Activities and Funding for the National
Seed Health System (NSHS) - More information on NSHS _at_ www.seedhealth.org
- Current revenue is only from Accreditation fees
but NSHS doesnt have the - level of funding to do all it was created to
do (receiving about 10K where - 50K is needed).
- Iowa State University Seed Science Center is
working as the - Accreditation Unit while there is funding to
do so. - Proposals for funding have been presented to
ASTA/ APHIS but not a - lot of movement
- Need currently accredited entities to spread the
word on the - benefits of being involved in the system.
- APHIS to look at how to help the system.
- PRA data assistance from Industry to APHIS
- Industry/University put together a PRA for
Brazil in 2003 to assist the - Brazilians with PRAs being required.
However, most US companies do - not know how to put together a PRA.
- APHIS/CPHST can develop a workshop or seminar to
help US - companies help importing countries with data
collection in order to

Committee Epidemiology Recently, the
introduction of soybean rust has spurred
development in new internet technologies that
have enabled the deployment of a pest information
platform (PIPE) with a level of sophistication
not previously achieved for an invasive
agricultural pest in the United States. With
appropriate federal funding, it is likely that
the PIPE system will be expanded to other
commodities and pests. In this symposium, we look
at the current application and future of
information technologies for disease forecasting
and surveillance systems for both exotic and
endemic plant pathogens. Presentations will be a
synthesis of the latest developments in the
components of the PIPE including information
architecture, data collection, modeling,
interpretation, and dissemination with speakers
from different forecasting and surveillance
systems. Each speaker will make recommendations
either for collaboration or research to improve
each component. The symposium concludes with a
discussion of individual recommendations to
improve disease forecasting systems, focusing on
new research initiatives and collaboration
between government, university, and industry

Topics of Discussion Lack of harmonisation on
strain denomination and Difficulty in
accessing (particularly within the US) reference
pathogen strains and seed of varieties identified
in a differential set for identification of
strains. To obtain consistent results, it is
necessary to use one reliable source.
