3State Legislative Changes
- SB1863
- Increase longevity pay to 20 per month for every
two years of service (maximum 420 monthly). - Increase hazardous duty pay from 7 to 10 per
month per year of service (maximum 300 monthly).

- Retirees who return to work after August 31,
2005 - - Can not receive longevity pay.
- - Only post-retirement service can count toward
vacation accrual rates.

- SB 1691, TRS Omnibus Bill
- Impact on Departments
- - Eliminates the 90-day retirement plan waiting
period for both ORP and TRS effective September
1, 2005. - - Must pay the employer TRS contributions for
working retirees regardless of effort if hired
after August 31, 2005.

- - Current employees age 50 or older, or have 25
years of service or whose age plus years of
service equal at least 70, there is no change to
your TRS retirement eligibility rules or
benefits.

change to the TRS eligibility rules (age 55 with
5 or more years of service credit). - However,
- - As of September 1, 2005, the average salary
for calculating retirement will change from
the highest - 3 years of salary to the highest 5 years of
salary.

- - The early retirement plan currently in place
for employees with 20 years of service but
whose age and years of service do not equal 80
will be eliminated. - - To be eligible for the partial lump sum
payment at retirement, the retiring employees
age and years of service must equal at least 90.

deductibles. - - Introduction of a 24 hour nurse hotline with
nurses available 24/7 to answer health care

for certain diseases such as asthma, diabetes,
coronary artery disease and others.

- - Introduces a Special Beginnings program that
helps mothers take better care of themselves and
their baby. - - Introduces Medcos formulary first coverage
that promotes generic and preferred brand

Enrollment. These amounts are not continued from
the previous year.

- Medical Expense Reimbursement Account
- - Monthly deduction range from a minimum of 15
to a maximum amount of 416. - - Continues to offer the convenience card.
There is a 9.00 annual fee which is deducted
from your first contribution in September.

- Day Care Reimbursement
- - Monthly deduction range from a minimum of 15
to a maximum amount of 416. - - Reimbursement can be processed after the
deductions are deposited into your accounts.
September deductions for day care reimbursements
can not be processed until October.
31UT Flex
- Based on changes recently made to the Internal
Revenue Code, UT Flex Medical Expense account has
a 2 ½ month grace period for claim reimbursement. - Expenses incurred through November 15th may be
reimbursed using your 2004-2005 contributions.

- You may NOT use your debit card during this grace
period. - All reimbursement request must be submitted using
the UT Flex reimbursement claim form. - This grace period does not apply to the day care
reimbursement account.

period, you must use UTTouch Online - (http//www.utsystem.edu/UTTOUCH).

security number and your PIN you received on your
coverage option letter via email in June.
