Introduction
  • The purpose of the proposal is to create a teen
    based student center that provides academic
    advancement, which would help lower teen criminal
    activity.

How will this center differ from the other teen
centers?
  • There is only one teen center in Lubbock. It does
    not focus on academic achievement.
  • The new center will be more centralized, giving
    more students the opportunity to enjoy after
    school activities.
  • Will focus on different activities, and offer
    different programs.
  • The teen center in Lubbock is a branch of a
    current Boys and Girls club. The proposed center
    will be just for teenagers.

The Problem Teen Crime
  • 260 runaways in the 05 fiscal year
  • 165 thefts in the 05 fiscal year
  • If students are going to local spots in big
    groups it only increase the chance for criminal
    activity
  • These numbers only reflect the students that were
    arrested.
  • More statistics
  • Teen pregnancy in Lubbock is about 10 above the
    state pregnancy rate at 42.4
  • Crime rate doubles between the hours of 3 and 6
    PM
  • Car accidents are the leading causes of deaths of
    16-17 year olds

Why create an education based student center?
  • The education system in Lubbock is fairly average
  • 2 junior high schools were academically
    unacceptable for the 04-05 school year.
  • The student attendance at all four high schools
    was below the state average.
  • There is a 1 dropout rate, which is above the
    state average as well.
  • Although, the education system in Lubbock is
    average, giving students the opportunity to get
    higher grades will help decrease teen crime.

The Effects of After School Programs
  • A study by Fight Crime Invest in Kids selected
    students to participate in Quantum Opportunities
    (an after school program)
  • Males that dropped the program were 6 times
    likely to commit a violent crime
  • Males and females that left were 50 more likely
    to have children
  • Males and females that dropped the program had a
    greater chance of dropping out of high school
  • As shown, after school programs are necessary to
    help keep students away from crime.

Financing
  • Financing a project of this magnitude is not as
    difficult as it seems.
  • There are many companies and that finance
    projects.
  • Economic Development Planning Program for States
    and Urban Areas
  • Employment and Training Administration
    Evaluations
  • Employment Programs for People with Disabilities
  • Child Abuse and Neglect Discretionary Activities
  • Child Abuse and Neglect State Grants (also known
    as CAPTA or Basic State Grants)
  • These organizations are just a few that help
    finance program such as a new student center.
  • These organization are similar to scholarship
    organizations that offer funds to students based
    on grades, degree plan, and race.
  • Texas Tech could even also help fund when shown
    how this student center may be beneficial to Tech
    and its students

Next Step Planning
  • The picture on the right is a map of all the
    schools in Lubbock.
  • The A, B, and C represent possible centralized
    locations.
  • The City of Lubbock Planning Dept. would grant
    the building permits for construction.

Build Project
  • Based on research of other student centers, the
    construction of the building can range from 4 to
    10 million.
  • The structure would contain basketball courts, a
    swimming pool, and other various items that vary
    in price.

Implementation
  • The implementation process will determine the
    programs the student center will offer.
  • One example of these programs is a pass-play
    concept. If a students parent finds that a
    student is failing. They can determine whether
    they want their child playing in basketball
    leagues or other events.
  • Another part of the implementation process is to
    find workers, and buying specific items.
  • Texas Tech students and other volunteers can help
    students with certain ideas.
  • It benefits Tech students who need volunteer
    hours but also helps the student.
  • The next slide contains a itemized budget of the
    YMCA in Abilene. Using this budget the members of
    the new student can determine the amount of funds
    necessary for the center.

Conclusion
  • The project is a feasible project, however, in
    steps.
  • For instance, wanting to see a constructed
    building by tomorrow is unreasonable.
  • To get the City of Lubbock interested, surveys,
    polls, and public opinion are needed.
  • After the data is presented to the City and they
    determine that this will be an effective
    solution, the process can begin gradually.
