Pandemic Influenza Impact on Communications
Networks Study

• Many businesses who have limited reliance on
  telecommuting today may not be capable of
  handling an increase in telecommuting traffic
  during a pandemic.
• Gateway connections sized to accommodate anywhere
  from 13 percent to 80 percent of a companys
  workforce remotely.
• Limited Internet bandwidth may also constrain
  service
• Telecommuters will be competing with other
  recreational users for bandwidth

Continuity and Telework

• Telework can be a key component to a viable
  continuity capability
• Enables a more resilient and flexible workforce
  in times of crisis
• Provides an alternative to procuring or leasing a
  continuity facility
• Allows non-deploying employees to continue to
  function and support deployed employees during an
  emergency
• Increases employee confidence in successfully
  implementing their emergency plans

Telework during Pandemic Influenza

• The National Strategy for Pandemic Influenza
  notes that two tenets of containing an outbreak
  are
• Limiting non-essential movement of people, goods,
  and services and
• Implementing social distancing measures.
• The Strategy further adds that essential
  functions must be maintained despite significant
  and sustained worker absenteeism.
• Telework will play a central role in how
  departments and agencies must deal with planning
  against such a scenario.
• Must have plans in place to continue functions
  beyond 30 days
