Title: Building a Perinatal Data System in Hawaii
1Building a Perinatal Data System in Hawaii
- Cheryl B. Prince, Ph.D.
- MCH Epidemiologist
- CDC/Hawaii Department of Health
2The MCH program in Hawaii, like many other MCH
programs used Program data rather than population
data to describe the women, infants, and children
they served.
3Advantages of MCH Program Data
- Data relatively easy to collect
- Data collected from all clients
- Describes MCH clients being served
4Advantages of MCH Program Data
- Variables familiar to program staff
- Used to evaluate new programs
- Used to justify existing programs
5Disadvantages of MCH Program Data
- Omit families NOT served by MCH
- Data may be incomplete or missing
- Variables not affected by Program may NOT be
included - May NOT adequately assess impact of Program on
population
6Perinatal Data Issues
- Vital statistics office queried annually for MCH
reports - Multiple requests were burdensome for vital
statistics staff
7Perinatal Data Issues
- Vital statistics staff only collect data, they
dont generate it - Quality of data did NOT improve with EBC
8Perinatal Data System Building
- MCH statisticians receive raw perinatal data file
- MCH requests for Vital Statistics reports
significantly decreased
9Perinatal Data System Building
- Birth certificate data analysis takes place at
the Program level - Increased Program interest in improving quality
of data
10- Building a
- Perinatal Data System
- requires a
- collaborative effort
11Collaborations between
- MCH and Vital Statistics
- MCH and University of Hawaii
- MCH and birthing facilities
12Results of Collaborations
- Title V, SSDI funds used to improve data quality
- Hawaii qualifies for multiple federal grants
- Public/private partnership developed to improve
data quality
13Perinatal Data Grants
- Healthy Start Initiative
- Pregnancy Risk Assessment Monitoring System
(PRAMS) - Data Utilization and Enhancement
14Malama A Hoopili Pono
- HRSA Healthy Start Initiative Project
- Reduce disparities in infant mortality
15Malama A Hoopili Pono
- Hawaiian, Filipina, Pacific Islanders
- Community based on island of Hawaii (Big Island)
- Culturally relevant prenatal and infant care and
health education
16PRAMS Hawaii
- Objective Assess perinatal health and
socio-economic risks of Hawaiian/Part Hawaiian
families. - Stratification
- Hawaiian/Part Hawaiian vs. Other
- Urban Oahu vs. Rural Oahu vs. Neighbor Islands
17PRAMS Hawaii (continued)
- Response Rates
- June Dec. 1999 73
- Jan. Dec. 2000 79
- Jan. May 2001 79
18Data Utilization Enhancement
- MCH working with birthing facilities and hospital
discharge data agency - Building hospital-based perinatal data systems
- Improving Electronic Birth Certificate reporting
to Department of Health
19Profile of Data Needs and Priorities
- The primary data need in Hawaii is to collect
information that relates to the Title V
objectives paying special attention to the
relevant state specific objectives.
