Security and User Roles
  • The process includes a special web site with a
secure database of known development companies in
    the local area.
  • The sample screen using Oracle Portal.

5
View Area of Interest for New Plan
  • The developer locates the area of interest using
a secure internet GIS application that provides
    download capability.
  • On the fly file re-projection and conversion to
various GIS and CAD formats can be provided.

6
Develop CAD Design
  • The developer uses the downloaded file as the
base map for the new engineering design.
  • By using this methodology, coordinate system
    errors will be avoided.

7
Upload Preliminary Design File
  • The developer logs into the secure internet GIS
    server.
  • The completed design file is uploaded from their
computer to the internet GIS server using an
    upload web application.

8
Pre-Post to GIS Database
  • The load layers process inserts or appends the
proposed design into a pre-post layer in the
local GIS database for review by the developer.

9
Review Preliminary Design Quality
  • The data submitted by the developer is analyzed
to determine if the design meets the current data
    quality standards.
  • If submittal is OK, a final post process will be
executed if NOT, submittal is rejected.

10
Data Available in Local GIS
  • After the final post process is completed, data
is immediately available in the municipal GIS
    application.

11
Summary - DDR
  • System provides security and user roles for both
    the municipality and developers
  • Developer information such as preferred
projection system and file file format are stored
    in user profile
  • System automates current business process for CAD
    design review and approval
  • On-line Quality review process is provided for
developer prior to submitting plan to
    municipality
  • Municipality can accept/reject submittals using
    on-line quality review process
  • Final post process can update municipal GIS data
with new subdivision or developer project data

14
Overview - LBE
  • The LandBase Edit application is designed to
provide landbase feature editing of street,
    parcel, boundaries and other features.
  • Advantages
  • Improves business process for managing landbase
updates when multiple editors are involved
  • Provides multiple methods of locating area for
    editing
  • Improves digitizing accuracy of draftspersons
  • Provides data and image import, re-projection and
    warping tools
  • Provides direct interface with ArcSDE making
feature updates immediately available to ArcSDE
users when jobs are posted to the database
  • Provides audit trail and metrics on draftsperson
    performance

15
Area of Interest Selection
  • Area of Interest Selection Tools provide multiple
methods to access data to be edited.
  • Address Geocoding
  • Feature (boundary) Selection
  • Point Item Selection

16
Street Additions
  • Street and address additions are made using this
    tool.
  • Raster warping and CAD files are easily imported
  • Street centerline, edge of pavement and
rights-of-ways are drawn in one digitizing step

17
Street Additions (Continued)
  • Street and address additions are made using this
    tool.
  • Proper street naming format is enforced
  • Automatic intersection cleanup is provided
  • Street segment address range input is available

18
Semi-Automated Parcel Addressing
  • Parcel editing is simple using LBE.
  • Existing line work can be used for parcel
    creation
  • Provides semi automated parcel numbering and
    addressing

19
Final Parcel Numbering
  • Parcel editing is simple using LBE.
  • Polygons are automatically built or user is
    zoomed to error
  • Parcel numbering is displayed for quality control
purposes when polygons are properly constructed

20
Job Pre-Post and Final Post
  • Job management system
  • LBE uses an enhanced version of JTX from ESRI
  • Landbase jobs can pre-posted to ArcSDE
  • User contention is controlled within the job
    management system
  • All job transactions are stored in the JTX
    database

21
Summary LBE
  • System provides security and user roles for
    draftsperson
  • LBE provides a robust area of interest tool for
street addresses, boundaries and point features
  • Automation enhances drafting efficiency
  • Drafting multiple features at one time
  • Automatic intersection cleanup
  • Street name formatting rules
  • Street segment address range tools
  • Automatic parcel cleanup
  • Semi-automatic parcel numbering and addressing
  • Semi-automatic boundary aggregation (dissolving
lower level boundaries to create higher level
    boundaries)
  • Interfaces directly with ArcSDE
  • Landbase edits are controlled within a job by
    draftsperson
  • Pre-post and final post process updates ArcSDE
showing the state of the job for ArcIMS and
    ArcGIS users

22
Internet GIS
