Models
  • Cleco uses SPPs annual series of models to
    determine the NERC reliability violations.
  • Cleco uses 2nd quarter SPP final models for the
    Construction Plan studies.

  • Monitored elements include Cleco and Cleco Ties
    to neighboring systems.
  • Contingency elements include all of Cleco,
    Entergy, LUS, LEPA, and part of AEP.

    International software PSSE and PSSMUST for
    powerflow and stability analysis.

Planning Criteria
  • All lines in service
  • Voltage must remain between 0.95 and 1.05 pu.
    Voltage deviation greater than or equal to 0.03
    pu between base case and study model requires an
    upgrade.
  • MVA flow should not exceed Rate A (Normal
    rating). Flow increase greater than or equal to
    3 between base case and study model requires an
    upgrade.

Planning Criteria

Operating guides
  • Cleco currently has 2 operating guides.
  • Dolet Hills Operating guide- Loss of the 345 kV
    line from Dolet Hills to SW Shreveport causes
    overloads on the underlying 138 and 230 kV
    system. Dolet Hills generation is reduced to
    relieve the overloads.
  • Wells Reactor- Relaying at Wells senses the flow
    on the Wells Auto and any time the Auto overloads
    the Reactor comes in to relieve this overload.
  • Cleco does not recognize operating guides when
    granting new transmission service.

Budget Process
  • Cleco performs yearly AC (n-1) and DC (n-2)
    analysis for each model in the SPP annual series
    of models using the previous mentioned Monitored
    and Contingency files.
  • A mitigation plan is developed and submitted to
    SPP for any Cleco element that violates Planning
    Criteria.
  • Transmission Planning submits projects to the
    budgeting committee for consideration in years 1
    through 5.
  • Projects approved by the budget committee become
    part of the Construction Plan.
  • Planning Criteria violations in years 6 10
    identified for Long Range Construction Plan
    projects.

  • Acadiana Load Pocket (ALP) project
  • Joint project with Lafayette and Entergy.
  • Plans the ALP to N-1, G-1 which will prevent load
    shed in the event of a extended outage on Teche 3
    or Bonin 3.
  • Creates additional 230 kV sources into the ALP
    which will provide maintenance and operational
    flexibility.
  • Cost for Cleco will be 150 Million

  • Pineville to Sherwood 230KV Transmission Line
  • Pineville to Sherwood 230KV line thermally
    overloads in the summer of 2019 to 101 of rated
    capacity when the Rapides to Twin Bridges 230KV
    line is taken out of service. Since the model is
    out 10 years and so close its thermal rating, the
    problem could be a result of load forecast
    inaccuracies. This will be monitored in
    subsequent planning assessment years to see if
    projected loads in the Alexandria area change and
    if this problem persists.
  • Cane Bayou to Slidell 230KV Transmission Line
  • Cane Bayou to Slidell 230KV line exceeds its
    thermal capacity in the summer of 2019 to 114.
    This occurs when the Madisonville to Mandeville
    230KV transmission line is taken out of service.
    Possible inaccuracies in load forecast could
    cause these results, however it is considered
    that some adjustments might be made to the
    protective devices allowing more line flow,
    retaining the current physical line
    characteristics.

Proposed transmission projects in years (6 10)
  • The summer 2019 model shows that when the French
    Settlement to Sorrento 230KV transmission line is
    taken out of service, several Cleco transmission
    buses experience low voltage. The voltage at
    these buses are below the criteria of 92 of
    nominal (i.e. 0.92 P.U.). Installation of
    capacitor banks within the North Lake area could
    mitigate this condition.
