The United States got into the Spanish-American
war to demonstrate its great power status through
military victory. After the war, the U.S. was
confronted with the issue of what to do with new
territories and their non-white inhabitants the
major goals were to maintain order and secure
economic and military benefits while avoiding the
responsibilities of sovereignty.

campaign remarked Democrats howling about
Republicans shooting negroes in the Philippines
and the Republicans objecting to Democrats
shooting negroes in the South. This may be good
politics, but it is rough on the negroes.
