- Federal grant awarded to Texas
- Goal is to increase substance abuse services
- Goal to serve 8,928 individuals by August 2007

- ATR services are offered in the following
counties
- Bexar
- Brooks/Jim Wells
- Burnet
- Collin
- Dallas
- El Paso
- Ft. Bend
- Grayson
- Harris
- Lubbock
- Tarrant
- Travis
4What Clients are Eligible for ATR Services
- Clients involved in participating Drug Courts
- Former Louisiana residents displaced by Hurricane
Katrina
- Individuals on probation in ATR counties
- Individuals involved in Child Protective
Services system
5How Does ATR Work
- Designated organization in each county assesses
all clients
- Assessment provider authorizes services and
coordinates care
- Services delivered by licensed treatment programs
and community/faith based recovery support
providers
- Providers are paid through a voucher for each
individual client

Once contacted by the Assessment Provider
with a referral treatment and recovery support
providers Agree to accept the referral based u
pon their capacity to provide the service
Schedule an appointment with the client Initi
ate client services within two (2) business
days.

9What are Recovery Support Services
- An array of services designed to support and
enhance the clients sobriety and to facilitate
their participation in treatment
- Recovery Support services are not licensed
clinical treatment and may be delivered by peers,
or lay persons
- Services provided by your organization may go by
a different name, as long as they have the same
intent

- Family/marital counseling

- A one-on-one relationship
- Goal is to find solutions to break the habit of
substance abuse.

- Helping a group to develop spiritually
- establishing a relationship with a higher power
- adopting positive values or principles
- identifying a sense of purpose and mission for
ones life
- achieving serenity and peace of mind.
- Responsible decision-making

- Prayer
- Chanting
- music (vocal and instrumental)
- inspirational motivation

- Groups designed to
- provide emotional support
- develop understanding the disease concept
- maintain sobriety
15Recovery Support Services Relapse Prevention
Group
- Identifying each clients stage of recovery and
establishing a recovery plan to manage the
relapse warning signs
- May include identifying situations, places,
relationships, or emotional states that lead to
drug/alcohol use and techniques to resist
16Recovery Support Services General Equivalency
Diploma
- Assistance directed toward certified GED
educational programs. Rate includes supplies
related to the pursuit of education, preparation,
and testing.
17Recovery Support Services Family/Marital
Counseling
- Professional therapy services to individuals,
families, and couples
- Must be delivered by a licensed professional
18Recovery Support Services Employment Coaching
- Assistance improving or maintaining employment
related skills
- May include practicing for interviews, filling
out job applications, preparing resumes, teaching
about appropriate work place behavior and
appearance - May be group or individual
19Recovery Support Services Transitional Drug-Free
Housing
- Housing in a structured living setting that meets
local occupancy/safety requirements
- Provider must have policies and procedures
governing the facility and job descriptions for
staff performing services.
- Client must be engaged in treatment and/or
recovery support services
- The environment provides living arrangements in a
sober recovery environment with recovery
activities
20TREATMENT
21Treatment Service Provider
- Provides necessary clinical treatment on Referral
from the Care Coordinator and communicates with
the Care Coordinator about client progress.
22Provide Services
- The provider develops a comprehensive treatment
plan for the client from the Assessment.
- The Treatment providers provide service according
to the standards of care and records all
services in BHIPS.
23Bill DSHS
- Treatment providers bill against the voucher in
BHIPS.
